GENERAL PROCUREMENT NOTICE


ALBANIA
INTEGRATED COASTAL ZONE MANAGEMENT AND CLEAN UP PROJECT (APL-1)

The Government of Albania has received financing in the amount of US$ 17.50 million from the World Bank for the Integrated Coastal Zone Management and Clean -Up Project (APL-1) and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the Government of Albania (US$5.70 million), the European Union CARDS Program (US$5.20 million), the Government of Netherlands (US$3.11 million) for the Porto Romano clean-up activities, the Government of Austria (US$2.6 million) for solid waste management activities, the GEF (US$0.95 million), the Government of Japan through a PHRD co-financing grant (US$ 2.23 million) and beneficiaries (US$1.26 million).

The project will include the following components:

A. Integrated Coastal Zone Management Policy and Institutional Capacity Strengthening will be supported with consultant services, goods and works. This component comprises two principal sub-components: (i) Strategic Policy Support, and (ii) Coastal Management Strengthening. The first one will support the following activities: policy and legal framework and financial and economic incentive framework. The second one will support the following activities: regulatory capacity, capacity building for resolution of disputes, integrated coastal zone management capacity, environmental management strengthening, protected areas management strengthening, and land use and regional/urban planning strengthening.

B. Coastal Environment Infrastructure and Rehabilitation will be supported with works, consultant services, goods, grants and training. This component will consist of three sub-components: (i) Southern Coastal Solid Waste Management; (ii) Saranda Gateway; and (iii) Coastal Village Conservation and Development Program. The third one will consist of the following activities: infrastructure improvements, environmental protection and sustainable economic activities, and capacity building and implementation support.

C. Porto Romano Hot Spot Clean-up will be supported with works, consultant services and training. This component will include five sub-components: (i) Strengthening of Implementation Capacity at the MOE; (ii) Hydro-geological and Environmental Monitoring; (iii) Remediation Works; (iv) Resettlement Plan Implementation; and (v) Land Use Planning.

D. Project Management and Monitoring will be supported with technical assistance, office equipment and furniture, vehicles, training, and incremental operational costs. This component includes three sub-components: (i) Project Coordination Support, (ii) Project Implementation Support, and (iii) Monitoring, Evaluation and Communication Support.

The procurement exercises financed by the Credit will be conducted as per the procedures specified in the World Bank’s Guidelines (May 2004): Procurement under IBRD Loans and IDA Credits, and will be open to all bidders from eligible source countries as described in the guidelines. A margin of preference may be provided in the evaluation of bids for goods manufactured in Albania when comparing bids offering such goods with those offering goods manufactured abroad. Consulting services will be selected in accordance with the World Bank’s Guidelines (May 2004): Selection and Employment of Consultants by World Bank Borrowers.

Specific procurement notices for contracts to be bid under the World Bank’s International Competitive Bidding (ICB) procedures and for large value consultants’ contracts will be announced, as they become available, in the UN Development Business and in leading newspapers of Albania..
