IFC intends to finance the assignment described below under a trust fund from The Netherlands/IFC Technical Assistance Trust Fund

The assignment will hire a local engineering firm to provide quality assurance services for housing reconstruction and construction in Grenada: to train government inspectors, outside engineers and local artisans in Grenada on sustainable building techniques and materials for reconstruction and future construction, and to monitor and certify design and construction.

The project would provide training and assistance to the following groups:

1. Physical Planning Unit (PPU) Inspectors

- Workshops for PPU Inspectors: to improve their understanding of the new design and construction process, as developed during the first phase of the program. Five workshops are planned: one to provide an overview of the process, and four to improve inspectors’ understanding of specific elements of the process.
- Audits: every 6 months, the consultants would audit the inspections, identify areas of improvement, and conduct a workshop to address these areas for improvement and fill in gaps in inspectors’ knowledge.

2. Engineers

- Training Course: a 5-day course for engineers on Multi-hazard Building Design, to improve their knowledge of sustainable building design and construction.
- Symposium: engineers would by invited to participate in a 2-day symposium to design a Checking Manual
- Audits: every 3 months for the first year, and every 6 months for the second year, PPU approved applications would be audited by the consultants

3. Plumbers and Electricians

- Symposium: plumbers and electricians would be invited to a half-day symposium on energy efficient plumbing and lighting fixtures. The artisans would be encouraged to use energy efficient networks and recommend energy efficient electrical fixtures and water saving plumbing fixtures to their clients.


To be eligible under the terms of The Netherlands/IFC Technical Assistance Trust Fund, consultants must be nationals of The Netherlands or of IDA borrower countries. Firms must have registered offices in The Netherlands or in IDA Borrower countries. Firms may allocate up to twenty-five percent of the project budget to offices/nationals who are not from qualifying countries.

IFC now invites eligible consultants to indicate their interest in providing their services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc). Consultants may associate to enhance their qualifications.
