Expressions of Interest

1. The Municipal Prefecture of the São Luis, State of Maranhão, has received a Grant from the Japanese Fund for Policy and Human Resources Development (PHRD) through the World Bank for the purpose of preparing the above referenced Project. The Municipality intends to use a portion of these resources to assist the Municipal Secretariat of Land, Housing, Urban Development and Regulation (SEMTHURB) in the preparation of the Environmental Recovery and Improvement of Quality of Life in the Bacanga Basin Project.

2. The services will consist of assisting SEMTHURB with technical visits and preparation of the project, including the following specific activities: (i) General coordination of project preparation, supervision of consultant contracts (firms and individuals) that will be hired to prepare technical aspects of project preparation; (ii) participating in World Bank missions (in São Luis and Brasília), providing continuity between missions, interfacing directly with the World Bank team as directed by the Municipality of São Luis; (iii) Providing technical assistance in the execution of World Bank procurement processes (individual and firm consultancies and goods) within the context of the use of PHRD Grant funds; (iv) providing technical assistance in the preparation of Terms of Reference/technical specifications for all consultancies/procurement processes undertaken with PHRD funds; (v) preparation of the environmental impact evaluation; (vi) preparation of the resettlement policy; (vii) preparation of the economic and financial analysis; and (vii) preparation of the Results Framework in accordance with the World Bank guidelines.

3. SEMTHURB invites qualified consulting firms, with experience in preparing World Bank or Interamerican Development Bank financed projects, to submit their Expressions of Interest for the provision of this service. All interested firms should submit information verifying their qualifications for this consultancy (brochures, description of relevant experience, availability of technical professionals with compatible experience, etc.)

4. One firm will be selected using the Selection Based on Consultants’ Qualifications procedures as established in the World Bank Guidelines for the Selection and Employment of Consultants by World Bank Borrowers, May 2004.

5. Any qualified firm interested in submitting an Express of Interest can obtain additional information and informative documents at the address indicated below, from Monday to Thursday during the hours of 8am to 2pm.

6. Expressions of Interest must be submitted to the address indicated below by 19th of August, 2005.
