Expressions of Interest (EOI)

This request for Expressions of Interest follows the General Procurement Notice for this project that was first published in development Business online February 7, 2005.

The Government of Bosnia and Herzegovina (Federation of Bosnia and Herzegovina and Republika Srpska) has obtained a credit from the International Development Association (IDA) toward the cost of the Health Sector Enhancement Project. The Project will be co-financed by the Council of Europe Development Bank (CEB) and by the Governments of the Federation of Bosnia and Herzegovina (F B&H) and Republika Srpska (RS). Bidding will be governed by the World Bank’s procurement rules and procedures.

The objective of the project is to enhance health system efficiency through restructuring and strengthening of primary health care, in particular through the family medicine model, support professional development and improve the learning process and strengthen the policy making process through the development and implementation of a system for monitoring and evaluating health sector performance.

Component 2 of the Health Sector Enhancement Project – Improvement of Health Sector Management Capacity includes the following sub-components:

• 2.1 – Professional Development for Directors of Hospitals and Health Care Centers
• 2.2 – Change Management Training for FM Teams
• 2.3 – Academic Training for Teachers of Health Management

The scope of activities to be conducted by the technical assistance for which this EOI is provided will include:
a) Support to Federation and RS Health Management Centers located in Sarajevo and Laktaši respectively in the delivery of health management training programs for directors of hospitals and health care centers to improve the overall operations and functioning of the respective health institutions. Training will address, inter alia, scope of services/staffing levels, operational plans, incentive systems and performance-linked provider payment mechanisms and continuity of care;
b) Review and adapt existing modules for Change Management (short courses) training program;
c) Support the Health Management Centers in delivery of change management training program for FM Teams;
d) Review and adapt existing modules for faculty (ToT) training program;
e) Support the Health Management Centers in the delivery of faculty (ToT) training program;
f) Support the Health Management Centers in defining of requirements for regional academic accreditation of Health Management Courses, which should be in line with Bologna Declaration;
g) Support faculty development of Health Management Centers (Masters and PhD degrees).

The technical assistance is expected to commence work in December 2005.

The Ministry of Health of the Federation of Bosnia and Herzegovina and the Ministry of Health and Social Welfare of Republika Srpska are now inviting eligible Universities/Schools/Consulting Firms of Health Management to indicate their interest in providing the services. Interested Universities/Schools must provide information indicating that they are qualified to perform the above-mentioned services.

Universities/Schools/Consulting firms may associate to enhance their qualifications.

Expressions of interest should not exceed 15 pages and should include the following information:

1. Experience relevant for the assignment (e.g. reference list of related projects, description of similar assignments in transition countries or similar environments),
2. Academic credentials as educators in the area of Health Management and proven track record of working on complex educational projects in the area of Health Management,
3. Profiles of key personnel (e.g. not more than 5 short CVs, focusing on staff experiences and skills).

Successful University/School/Consulting Firm will be selected in accordance with the QCBS procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004).

Interested Universities/Schools/Consulting firms may obtain further information from the address below, Monday through Friday, from 09:00 to 16:00 (CET), starting from August 1, 2005. Universities/Schools/Consulting firms may submit their EOI’s by email, fax, registered mail or currier.

Expressions of interest must be delivered to the below address by August 22, 2005.
