Conservation of Mosque and Ovdan in Shirvanshakh Palace Complex in Baku / Rehabilitation of Caserne in Sheki for Creation of Incubator
Credit No. 3207-AZ

This invitation for prequalification follows the general procurement notice for this project that appeared in Development Business No. 650 of March 16, 2005.
The Government of Azerbaijan Republic has received a credit from International Development Association (IDA) toward the cost of Azerbaijan Cultural Heritage Support Project, and it intends to apply part of the proceeds of this credit to payments under the contract for Conservation of Mosque and Ovdan in Shirvanshakh Palace Complex in Baku / Rehabilitation of Caserne in Sheki for Creation of Incubator (Contract # CHSP-29/CW) The Project Implementation Unit (PIU) of Azerbaijan Cultural Heritage Support Project, established at the Ministry of Culture intends to prequalify contractors and/or firms for Conservation of Mosque and Ovdan in Shirvanshakh Palace Complex in Baku / Rehabilitation of Caserne in Sheki for Creation of Incubator.

Mosque

Mosque is one of the nine monuments composing a museum reserve of “Shirvanshakh Palace Complex” (XVc). The Shirvanshakh Palace Complex is situated in the city center, on the territory of the Baku fortress of Icheri Sheher, which is a historical-architectural reserve and has been included into the World Cultural Heritage List of UNESCO. The traffic is limited on the territory of the old town (Icheri Sheher). However, there is an opportunity for construction materials and equipment supplying via existing branch line.
Buildings of Shirvanshakh Palace Complex, built mainly in XV century, consist of limestone of local origin. Mosque consists of cross-vaulted central prayer hall and additional premises, located at the corner on two levels. There is the exit from hall to the stairs lead to minaret. Central hall is covered by cupola, like one of the additional premise; the other additional premises are vaulted. There is the crack on the upper level of minaret appeared during the earthquake of year 2000.
Ovdan
Ovdan is one of the monuments of Shirvanshakh Palace Complex. Ovdan – is the building destined for water collection and keeping. Shakh’s Ovdan supplied with the water all the Palace Complex and the Palace Bath. This underground engineering construction has the only one ground-based portal. Long vaulted corridor by means of stairs leads to water-collector where the underground waters are collected.

Because of the importance of this monument to the national identity of the people and the country, and its location in the capital, it is a special case where conservation of the buildings, as authentically as possible, is appropriate.


“Office block” on the area of Yuxari Bash historical-architect reserve in Sheki

Incubator building (Caserne) in Sheki is the monument in the complex declared State Historical-Architectural Reserve “Yukhari Bash” of Sheki city by the government of Azerbaijan Republic in 1967.
Edifice was built in 1895 by Russian military department as a caserne building. In Soviet period until 1960 it was used as a jail building. In 60-ties jail was replaced to another building and that premise was marked out as a warehouse to the silk industrial complex. In that period flooring beams were dismantled, this resulted in accident condition of the building.
The caserne is two-floor building with basement, built from burnt square type brick (20х20х4sм) on gyaj solution (mixture of gypsum and loam). The building itself is built in the style of Russian civil architecture (end of XVIII century), it has a slope roof, covered by sheet iron. The construction of the roof is wooden, raftered, and now it is in bad condition and should be completely replaced. Now completely missed floor coverings was made from wood with wood beams. The longitudinal cellar is located under the premises on the south side of the building. Cellar coverings are vaulted.
The reconstruction and rehabilitation of this caserne for creation of Incubator for Sheki handicrafts is necessary for development of national crafts works and its sustainable development.
It is expected that invitations to bid will be made in September 2005
Pre-qualification will be conducted through pre-qualification procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996 and September 1997 and January 1999), and is open to all bidders from eligible source countries, as defined in the guidelines.
Interested eligible bidders may obtain further information from and inspect the pre-qualification documents at the office of PIU (address below) from 09 a.m. to 5 p.m. A complete set of pre-qualification documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of AZM 690 000 or USD150. The method of payment will be direct deposit to the PIU’s bank account. The document will be sent by airmail (for overseas delivery) or by currier (for local delivery).
Applications for pre-qualification should be submitted in sealed envelopes, delivered to the address below by September 15, 2005 and be clearly marked “Application to pre qualify for Conservation of Mosque and Ovdan in Shirvanshakh Palace Complex in Baku/Rehabilitation of Caserne in Sheki for Creation of Incubator, CHSP Contract number: Contract # CHSP-29/CW”
