REPUBLIC OF KENYA

NAIROBI WATER AND SEWERAGE INSTITUTIONAL RESTRUCTURING PROJECT:
GRANT NO.H100-KE

Contract no. NWSC/12/2004: Supply, Installation and Commissioning of Water Billing and Customer Service Management Information System.

BRIEF DESCRIPTION OF THE SYSTEM: Water Billing and Customer Service Management Information System.

1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue No. 623 of 31st January 2004.

2. The Government of Kenya has received a Grant from the International Development Association towards the cost of Nairobi Water and Sewerage Institutional Restructuring Project (NWSIRP), and it intends to apply part of the proceeds of this Grant to cover payments under contract no. NWSC/12/2004: Supply, Installation and Configuration of Water Billing and Customer Service Management Information System.

3. The Nairobi City Water and Sewerage Company, which serves as one of the implementing agencies for the project, now invites sealed bids from eligible bidders for the Supply, Installation and Configuration of Water Billing and Customer Service Management Information System in lots as follows:

Lot 1: Water Billing and Customer Service Management Information
System
Lot 2: Relational Database Management System (RDBMS)

The successful bidder(s) will be expected to Supply, Install and Commission the RDBMS and the Water Billing and Customer Service Management Information System and carry out training for key personnel at NCWSC Head Office in Kampala Road Nairobi and at the Five Business Centres located at Eastleigh, Karen, Nairobi Dam and Kariobangi in Nairobi and at Gatundu approximately 35 KM from Nairobi.

The Bidder is required to quote for lot 1 and/or lot 2. The basis for bid evaluation and contract award will be for each lot separately or both lots comprising the system.

4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: procurement under IBRD Loans and IDA Credits and is open to all Bidders from eligible source countries as defined in the Guidelines dated January 1995 (revised January and August 1996, September 1997 and January 1999) and is open to all bidders from eligible source countries as defined in the Guidelines.


5. Interested eligible Bidders may obtain further information and inspect the bidding documents at the Nairobi Water and Sewerage Company, Industrial Area, Kampala Road (Address Below) from 08:00 – 17:00 hours local time on Mondays to Fridays except during lunch time from 13:00 to 14:00 hours and public holidays.

6. A complete set of bidding documents in English language may be purchased by interested bidders upon payment of a nonrefundable fee KES. 5,000 (Five Thousand Kenya Shillings) or an equivalent amount in a freely convertible currency. The method of payment will be cash or banker’s certified Cheque payable to the Nairobi City Water and Sewerage Company.

7. Bids must be deposited in the locked tender box located at the Board Room on first floor at the address given below at or before 12:00 hours, local time on 13th September 2005 and shall be valid for 90 days after bid submission deadline. All bids must be accompanied by a bid security of KES 60,000.00 and KES 30,000.00 (or an equivalent amount in a freely convertible currency) for Lot 1 and Lot 2 respectively. For more than one lot, the bid security shall be the sum of the bid securities of the separate lots. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address given below at 12:00 hours, local time, on 13Th of September, 2005.

8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.

9. Information including names of potential bidders and contact persons’ telephone and facsimile numbers, e-mail and physical mailing address should be provided in the application to facilitate communications during the bidding process.
