Eligibility of Bidders:

To qualify for award of the Contract, bidders shall meet the following minimum qualifying criteria:
(a) Annual volume of construction work of at least GMD200 million annually in each of last 3 years;
(b) Experience as prime contractor in the construction of at least two works of a nature and complexity equivalent to the Works per year over the last 5 years (to comply with this requirement, works cited should be at least 70 percent complete);
(b) Reliable proposals for the timely acquisition (own, lease, hire, etc.) of the essential equipment listed below:

• Mid-level to senior level experience in management and planning of construction operation
• Technical education to at least diploma level

iii. Site Foreman
• 10 years experience in works involving earthworks of similar scale and complexity

(e) Liquid assets and/or credit facilities, net of other contractual commitments and exclusive of any advance payments which may be made under the Contract, of no less than GMD 20.0 million from an acceptable Bank.
A consistent history of litigation or arbitration awards against the Applicant or any partner of a Joint Venture may result in disqualification

UPGRADING OF BAKOTEH DUMPSITE AND CONSTRUCTION OF ASSOCIATED FACILITIES

1. The Government of the Republic of The Gambia has received a Supplemental Credit from the International Development Association (IDA) towards the cost of Poverty Alleviation and Capacity Building Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for the Upgrading of Bakoteh Dumpsite and Construction of Associated Facilities Project.
2. The Gambian Agency for the Management of Public Works (Gamworks Agency) now invites sealed bids from eligible and qualified bidders for the Upgrading of Bakoteh Dumpsite and Construction of Associated Facilities Project. The Site is located in Kanifing Municipal Area, some 15 km from Banjul, the capital city of The Gambia. The Dumpsite is opposite the SOS children’s home. The Bakoteh Dump Site is on the site of an old quarry and occupies an area of about 18 hectares. The site is not fenced and undulates with mounds and troughs of garbage. The works involves clearing the site of all the littered garbage, preparation of a landfilling area in the quarry by excavation in mainly soft material, grading and compaction of the base (sub grade) of the quarry, landfilling by ‘cell method’ the littered garbage and receiving and landfilling incoming garbage during the construction period, construction of gravel access roads/embankments and fencing. The construction period is 270 days.
3. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, 2004, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents.
4. Interested eligible bidders may obtain further information from the Director General, Gamworks Agency at the following Email Addresses: gamworks@qanet.gm; ebrimacham@qanet.gm; and inspect the Bidding Documents at the address given below from 8:00 a.m. to 5pm, Monday to Thursday, and 8.00a.m. to 12.00pm, Fridays.
5. Qualifications requirements include:

(c) Reliable proposals for the timely acquisition (own, lease, hire, etc.) of the essential equipment listed below:

A consistent history of litigation or arbitration awards against the Applicant or any partner of a Joint Venture may result in disqualification.

A margin of preference for eligible national contractors/joint ventures shall not be applied.

6. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of D10,000.00 (Ten Thousand Gambian Dalasis) or its equivalent in a freely convertible currency. The method of payment will be by cheque, wire transfer or cash to GAMWORKS Agency. The application must clearly state“ Request for Bidding Documents for ‘’the Upgrading of Bakoteh Dumpsite and Construction of Associated Facilities Project.” GAMWORKS Agency will promptly dispatch the documents by registered airmail, but under no circumstances will it be held responsible for late delivery or loss of documents so mailed.
7. Bids must be delivered to the address below at or before Noon on Monday 12th September, 2005. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below at Noon on Monday 12th September, 2005.
8. All bids shall be accompanied by a Bid Security of D1,000,000.00 (One Million Gambian Dalasis) or its equivalent in a freely convertible currency.
