FINANCIAL SERVICES DEVELOPMENT PROJECT

GENERAL PROCUREMENT NOTICE

Credit No. 4030 Az

The Government of Azerbaijan Republic has received financing in the amount of US$ 12.25 million equivalent from the World Bank toward the cost of the FINANCIAL SERVICES DEVELOPMENT PROJECT, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.
The project will include the following components:
i) Azeri Post Platform :
• Advisory services to Azeri Post, resident advisers and short-term consultants to develop technical specifications and for strengthen the core functions;
• Advisory services to Azeri Post to assist in the development of new functions;
• Improved functional capacity in headquarters, especially for functions related to the provision of financial services (such as cash and liquidity management, transaction support, and capacity to maintain account-based relationships with clients);
• Adequate IT support for all key functional areas, including full control over IT services and modern equipment and application software (e.g., relational databases, real time updates, MIS systems and management tools)
• Interconnectivity over the entire postal office network

ii) National Payment System Architecture:

Technical Assistance to NBA to Integrate the Payment System Architecture: Consulting assistance to help NBA to implement the national payment system strategy and the three interface modules.
• Large User Interface to the BCSS: Software system to be purchased or developed to provide system-to-system interface of the BCSS and entities that are large or very large creators of small value payment system transactions (e.g., tax authorities, electricity company).
• Azeri Post Interface to the BCSS: Software system to be purchased or developed to connect the Azeri Post platform in the rural areas to the small value payment system BCSS thereby allowing for computer-to-computer interconnection between the NBA, the banks and the Azeri Post platform.
• Credit/Payment Risk Management System: Software system to be purchased or developed to store and provide information regarding rejection of payments due to lack of funds in the clients account.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (“May 2004” edition).

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and in local newspapers.
