INTERNATIONAL COMPETITIVE BIDDING (ICB)

This invitation for bids follows the general procurement notice for this project that appeared in Development Business No. 648 of February 16, 2005.

The Republic of Croatia has received a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Coastal Cities Water Pollution Control Project and it intends to apply part of the proceeds of this loan to payments under the contract for ICB No: HV/ICB/B-CWG-2/01, Biograd Riviera Waste Water Submarine Outlet “Kumenat”, Turn key project, Design, Manufacture, Supply, Construction, Installation, Testing and Commissioning, EMV HV 35/05-HVJP 02/05.

This contract will be jointly financed by World Bank, Croatian State Budget, Hrvatske vode and local authorities funds. Bidding will be governed by the World Bank’s eligibility rules and procedure.

Hrvatske vode Jadranski projekt d.o.o. now invites sealed bids from eligible bidders for:

Biograd Riviera Waste Water Submarine Outlet “Kumenat”, Turn key project, HV/ICB/B-CWG-2/01 - preparation of Final Design, Construction of Outlet Structures, Supplying and Installation of Equipment, with tests and taking over of the works and sections for project Biograd Riviera Waste Water Submarine Outlet “Kumenat” as complete i.e. as turn key offer and only one Contract shall be signed.

The BIOGRAD RIVIERA WASTE WATER SUBMARINE OUTLET “KUMENAT” – BIOGRAD NA MORU consists of 2 (two) technical units, namely of:

• THE SUBMARINE OUTLET ONSHORE SECTION:
comprising the following structures:
- the submarine outlet onshore section of DN 630 mm and L = 556,80 m;
- the submarine outlet ventilation pipe of DN 250 mm and L = 563,80 m;
- the ventilation manhole (1 piece) and other manholes (2 pcs) on the submarine outlet route.

• THE SUBMARINE OUTLET OFFSHORE SECTION:
comprising the following structures:
- the ‘main’ pipe of the submarine outlet offshore section of DN 630 mm and L = 2855 m;
- the diffuser part of the submarine outlet offshore section of DN 630-280 mm, and L = 145 m;
- the structures on the route: reinforced concrete sinkers, outlet pipeline protection in the coastal (shallower) sea with concrete or fill, etc.

Time for execution of all works upon the Contract is 18 months.

Interested eligible bidders should have minimum 10 year experience in design, supply and install construction and testing of similar facilities and reference list with regard to Bidder's experience in designing, and construction and supplying and installing of facilities at 5 submarine outlets, with the similar comparable technical parameters, such as one in this Project and are under operation.

Bidding will be conducted through the international competitive bidding procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997 and January 1999) and is open to all bidders from eligible source countries as defined in the Guidelines.

The method of payment will be cashier's check, direct deposit to above account.
On the payment certificate purpose of payment should clearly state "Nonrefundable Deposit for Bidding Document on Contract: Biograd Riviera Waste Water Submarine Outlet “Kumenat”, Turn key project, Design, Manufacture, Supply, Construction, Installation, Testing and Commissioning”.

The document will be sent by courier service or by ordinary mail at the address given in the written request, but no liability can be accepted for loss or late delivery.
Bidder shall bear all costs associated with delivery of bidding documents, both by ordinary mail or by courier service. If the bidders choose delivery by courier service, preferable courier service and bidders referring account no, should be noted in the written application.

All bids must be accompanied by a bid security of 500,000.00 HRK or an equivalent amount in a freely convertible currency, and be delivered to the address below by at or before 12.00 local time on September 02, 2005.
