Invitation to Prequalify for the Design, Construction, Supply and Installation of Equipment, and Civil Works for Water Supply Systems together with Lease Arrangement for Management, Operation and Maintenance

This invitation for prequalification follows the general procurement notice
that appeared in UN Development Business No. 604 of 16 April 2003.

The Royal Government of Cambodia has applied for a credit from the
International Development Association (IDA) toward the cost of the Provincial
and Peri-Urban Water Supply and Sanitation Project, and it intends to apply
part of the credit proceeds to payments under the contract.

The Ministry of Industry Mines and Energy (MIME) of the Royal Government of
Cambodia (RGC) and its Prequalification, Bid and Awards Committee (PBAC) wishes
to invite interested local and foreign firms to apply for prequalification and
eventually, if prequalified, to submit a bid for the design, construction,
operation, maintenance and management of water supply systems for provincial
towns under a long-term design-build-lease contract in the following towns:

Kampong Thom Province: Baray and Tang Kouk
Takeo Province: Cham Boak,Rovieng, Ang Ta Saom and Prey Lovea
Kampong Chhnang Province: Sala Lek Praim and Ponley

The firms can submit a proposal for individual towns or for a combination of
towns. MIME will evaluate proposals and prequalify firms for individual
towns. The systems are based on piped water supply schemes in provincial
towns with an initial core potential of average about 1,000 households plus
local commercial and institutional presence.

Prequalification will be conducted through the procedures as specified in
the World Bank Guidelines: Procurement under IBRD Loans and IDA Credits,
current edition, and is open to all eligible bidders as defined in the
guidelines.

Interested eligible bidders may obtain further information from and inspect
the prequalification documents at the PMO-DPWS/MIME at the address below,
from 0900 to 1700 hours from 20 July 2005. A complete set of
prequalification documents in English may be purchased by interested bidders
on the submission of a written application to the address below and upon
payment of a non-refundable fee of US$ 25. The document will be sent by
registered airmail at an additional cost of US$ 60; however, the
PMO-DPWS/MIME will not be held responsible for late delivery or loss of the
documents so mailed.

Applications for prequalification should be submitted in sealed envelopes,
delivered to the address below on or before 1700 hours on 22 August 2005 and
be clearly marked application to Prequalify for the Contract of Design,
Construction, Supply and Installation of Equipment, and Civil Works for
Water Supply Systems under Design-Build-Lease (Batch 3).
