Expression of Interest

This request for expression of interest follows the General Procurement Notice for the project that appeared in the United Nations Development Business Issue No. 627 of March 31st , 2004.

The Federal Democratic Republic of Ethiopia has received a credit from the International Development Association (IDA) in the amount of USD 100 million towards the cost of the public Sector Capacity Building Program. The program has Federal and Regional components that support the establishment of modern working systems, enhancement of organizational performance, extensive development of human resources, and strategic introduction of information and communication technology by implementing Civil Service Reform Programs (CSRP), Expenditure Management and Control Program(EM&C), District-Level Decentralization Program(DLDP); Urban Management Capacity Building Program ( UMCBP); Information and Communication Technology; (ICT) as well as Tax System Reform Program(TSRP) and Justice Systems Reform (JSR) Programs.

As part of this project, the Ministry of Revenue which is responsible for the Tax System Reform Program (TSRP), intends to apply part of the proceeds of this credit for its Human Resource Development and Sector Modernization endeavors. It is expected that these programs would train prospective candidates mainly in one or more of the following areas (i) Project Management; (ii) Leadership and Change Management; (iii) Financial Management; (iv) IT Management; (v) Human Resource Management; and (vi) other specialized skills that relate to tax and customs administration.

The Ministry of Revenue hereby seeks Expression of Interest (EOI) from International reputed institutions to indicate their interest in providing the training services for one or more of the above areas. Interested firms will be pre-qualified on the following criteria: (i) ability to provide large-scale training on the project-mandated areas described above; (ii) diversification in the project-mandated areas of training; (iii) quality of training measured by the number of qualified staff involved (qualification and experience), and availability of training facilities.

In sending their EOI, interested organizations must provide among others; (a) the general methodology of training; (b) their experience and profile in executing similar undertakings in the past.

The MoR shall establish a short list of institutions based on the quality of the EOI, submitted. Each short-listed institution will then receive a Request for Proposal (RFP) based on which technical and financial proposals will be required.

Final selection will be in accordance with the procedures set out in the World Bank's Guide-lines: Selection and Employment of Consultants by World Bank Borrowers January 1997 (revised September 1997, January 1999, May 2002, and April 2004).
