Ref number: 5075-IFT-10224 Bosnia and Herzegovina Railways recovery project Jedrinje tunnel rehabilitation Invitation for tenders This invitation for tenders follows the general procurement notice for this project which was first published on the European Bank for Reconstruction and Development (the Bank) web site on 24.7.2002 and was most recently updated on 1.10.2004. The Bosnia and Herzegovina Railways Public Corporation (BHRPC), hereinafter referred to as 'the Employer', intends using part of the proceeds of a grant from the Japan Fund for Post-Conflict Support that is provided by the Government of Japan and administered by the Bank, towards the cost of the Jedrinje Tunnel Rehabilitation Contract. The Jedrinje Tunnel is a single-track tunnel on the railway line between Sarajevo and Mostar, adjacent to the Neretva River, that experiences frequent flooding and disruption of traffic. A conceptual design proposed by the Civil Engineering Faculty of the University of Sarajevo after extensive studies of the problem has now been developed into a detailed final design. BHRPC now invites sealed tenders from contractors for the following contract to be funded from part of the proceeds of the grant: - a works rehabilitation contract to stabilize the rock tunnel faces and seal off water inflows: improve the drainage pipes and channels; and stabilize and renew the track bedding throughout the 3 240 m length of the tunnel. The works must be carried out during a construction period of approximately 90 working days, with one daily period of 8 hours of railway traffic interruption allowed. Works will include rock anchoring, grouting, laying transversal and longitudinal drainage pipes, and cleaning and renewal of the main longitudinal drainage channel, renewal of the track bedding and final repositioning of the rails. Work on the Bradina-Konjic section of this line may be ongoing while the subject contract is in progress but is not expected to create any interference with works on this railway tunnel section. When additional financing is obtained, a second phase of rehabilitation works at Jedrinje Tunnel will repair, replace and extend the tunnel lining with Shotcrete placement. This is expected to form the basis for a second contract but in the event that funding becomes available before completion of the present contract, the contractor may be authorized to perform this work also. Tendering for this contract to be financed with the proceeds of the grant from the Japan Fund for Post-Conflict Support is open to firms from any country. To be qualified for the award of a contract, tenderers must satisfy the following minimum criteria: - be a legally-established entity with at least 5 years' experience in construction, - provide evidence of having successfully completed one or more contracts in the past 3 years that involved each of the main work components (rock anchoring, grouting, drainage works, ballast placement and shaping, track alignment) in quantities that were at least 60 % of those in the present project, - have worked in a tunnel environment while maintaining intermittent traffic, - have an annual construction turnover of at least EUR 3 000 000 equivalent, - have access to liquid financial assets to meet at least 2 months cash flow requirements for this contract, estimated at EUR 500 000.
