6. Object of the contract: Technical assistance for the EDF National
Authorising Office.
7. Contract description: The contractor (hereafter known as the
technical assistant) will work at the EDF National Authorising Office -
(EDF-NAO Office). He shall provide the services in the contract under the
direction of the Office Coordinator/Deputy National Authorising Officer.
The technical assistant's assignment to support the EDF-NAO Office will
encompass all tasks in the Office's remit, especially programming,
performing, monitoring and assessing the programmes and projects it is
involved in, and cooperation as a whole.
The technical assistant's work will cover programmes and projects
conducted or envisaged under National Indicative Programmes (NIPs) and
regional programmes (West Africa, the PALOP group of Portuguese-speaking
African countries, etc.), economic support programmes, urgent aid
programmes, special programmes, etc.
The technical assistant will be a sole consultant; the contract
guarantees financial autonomy for all logistics aspects (in personal and
professional terms).
A 2-year firm phase and a 2-year conditional phase are envisaged.
The assignment comprises support and assistance tasks in the following
areas:
- intersectoral coordination of national and regional programmes and
projects;
- programming and studies based on a logical framework approach, and
monitoring the preparation of finance applications;
- training in programmes and projects using project cycle management
logic, especially with regard to economic and financial aspects;
- administrative and financial management of projects and programmes
(invitations to tender, contract awards, payment authorisations, etc.);
- preparation and updating of the framework for information on the
financial status of all cooperation activities;
- other activities relevant to the assignment in general.
The technical assistant will perform development tasks in these areas as
well as checking and analysing reports and documents. Moreover, he shall
be called on to assist in training the staff involved in the running of
the National Authorising Office.
The technical assistant may be called on, at the awarding authority's
request, to draw up reports and summary reports on specific subjects
connected with the aforementioned points.
The tasks which the technical assistant is to perform may be modified by
the EDF National Authorising Officer.
8. Number and titles of lots: 1 lot.
9. Maximum available budget: Approximately 600 000 EUR comprising:
firm phase: 300 000 EUR;
conditional phase: 300 000 EUR.
10. Any additional services: Yes.
Conditions for participation:
11. Eligibility: Participation in the contract is open, on equal terms,
(i) to natural persons, companies or firms, to public or semi-public
agencies from the ACP countries and the EU Member States; (ii) to
cooperative societies and other legal entities governed by public or
private law in the EU Member States and/or the ACP countries; (iii) to
joint ventures or groupings of companies or firms from the ACP countries
and/or the EU Member States.
The nationality rule applies equally to experts proposed for the services
figuring in this contract by the aforementioned persons or companies.
12. Applications: Any eligible natural person or legal entity (as
defined in point 11) or grouping of said parties (consortium) may respond
to this contract notice.
Should an ineligible natural person or legal entity (as defined in point
11) take part, this will result in the application concerned being
automatically disqualified (in particular, the application from the whole
consortium, if said party belongs to a consortium).
13. Number of applications: Natural persons or legal entities as
designated in 11 can only submit one application.
14. Prohibition on associations among shortlisted candidates: Tenders
which include natural persons or legal entities not mentioned on the
application forms used to compile the shortlist will be disqualified from
this restricted procedure. Candidates who are invited to tender cannot
form an association amongst themselves nor can they establish
subcontractual relationships for the contract concerned.
15. Grounds for exclusion: Candidates must affirm that they are not in
any of the following exclusion situations.
Natural persons and legal entities cannot take part in the competition,
or be awarded a contract, if they:
- are bankrupt or being wound up, if their affairs are being administered
by the court or they have entered into an arrangement with creditors, if
they are no longer trading, or are in any analogous situation arising
from similar proceedings under national laws or regulations;
- are the subject of proceedings for a declaration of bankruptcy, for
winding up, for administration by the court, for an arrangement with
creditors or for any similar procedure under national laws or regulations;
- have been convicted of an offence concerning their professional conduct
by a judgment which has the force of res judicata;
- are guilty of grave professional misconduct proven by any means which
the contracting authorities can justify;
- have not fulfilled their obligations relating to the payment of social
security contributions in accordance with the legal provisions of the
country where they reside;
- have not fulfilled their obligations relating to the payment of taxes
in accordance with the legal provisions of the country where they reside;
- are guilty of serious misrepresentation in supplying the information
required by the contracting authorities in order to participate in an
invitation to tender or a contract;
- have been declared to be in serious breach of contract for failure to
comply with their obligations in connection with another contract entered
into with the same contracting authority or another contract financed by
EC funds;
- find their interests conflict with regard to this invitation to tender.
16. Subcontracting: There are no plans to subcontract.
17. Number of candidates invited to tender: There must be at least four,
but no more than eight, candidates on the shortlist.
Provisional schedule for activities:
18. Scheduled date for dispatch of invitations to tender: Mid June 2005.
19. Scheduled date for commencing activities: July - August 2005.
20. Initial contract length, and possible extension: An approximate
2-year firm phase and a 2-year conditional phase are envisaged.
Selection and award criteria:
21. Selection criteria: The following selection criteria will be applied
to candidates.
Candidates must be able to provide proof of:
1. higher university education (at least five years);
2. similar experience of the duties involved in this invitation to tender;
3. excellent written and spoken command of French and Portuguese, and
good knowledge of English.
Therefore, candidates must provide:
1. a covering letter;
2. a curriculum vitæ based on the European model;
3. the names of at least three recent referees able to give details on
the candidates' ability to carry out the duties the position entails.
This information will be used to compile a shortlist. Priority will be
given to candidates who have provided similar services in the past. Only
information pertaining to candidates included on the shortlist will be
checked, by examining the documents submitted with their tender. The
misrepresentation of facts in the application form will be automatically
deemed a serious error and a reason for disqualification under 15.
22. Award criteria: The criteria are specified in the invitation to
tender dossier appended to the letter of invitation to tender which will
be sent to shortlisted candidates.

23. Final date for dispatch of applications: 30.5.2005 (10.30), local
time in Cape Verde. Applications received after this deadline will be
rejected.

Spécifications du marché
6. Objet du marché: Assistance technique aux services de l'Ordonnateur
national du FED.
7. Description du marché: Le titulaire, dénommé ci-après assistant
technique, est placé pour la durée du contrat auprès du Bureau de
l'Ordonnateur national du FED - SON FED. Il réalisera les prestations du
contrat sous la direction du coordinateur du Bureau/ON Suppléant.
La mission d'appui au SON FED qu'assumera l'assistant technique (AT)
couvre l'ensemble du mandat du Bureau et notamment la programmation,
l'exécution, le suivi et l'évaluation des programmes et projets qui le
concernent, et de la coopération dans sa globalité.
Les domaines d'intervention de l'AT couvriront les programmes et projets
menés ou prévus au titre des Programmes Indicatifs Nationaux (PIN) et
régionaux (Afrique de l'Ouest, PALOP, etc.), des programmes d'appui
économique, aides d'urgence éventuelles, programmes spéciaux, etc.
L'assistant technique sera un consultant individuel; le marché garantit
l'autonomie financière pour tous les aspects relatifs à la logistique (en
termes personnels et professionnels).
Il est prévu une tranche ferme pour une durée de deux (2) ans et une
tranche conditionnelle aussi de deux (2) ans.
La mission comporte notamment des tâches d'appui et d'assistance dans les
aspects suivants:
- coordination intersectorielle des programmes et projets nationaux et
régionaux;
- programmation et études sur la base de l'approche "cadre logique", et
suivi de la préparation des dossiers de requête de financement;
- instruction des programmes et projets sous la logique de la "gestion du
cycle des projets" notamment en ce qui concerne les aspects économique et
financier;
- gestion administrative et financière des projets et programmes (appels
d'offres, passation de marchés, ordonnancement de paiements, etc.);
- préparation et actualisation du cadre des données sur la situation
financière de l'ensemble des activités de la coopération;
- autres activités pertinentes à la lumière du cadre général de la
mission.
L'assistant technique exécutera dans ces domaines des tâches
d'élaboration mais aussi de vérification et d'analyse de rapports et de
documents. Il devra en outre être amené à assurer des tâches d'appui à la
formation de personnels impliqués dans le fonctionnement du Bureau de
l'Ordonnateur national.
L'assistant technique pourra être appelé, à la demande du maître
d'ouvrage, à rédiger des rapports et notes de synthèse sur des thèmes
particuliers en rapport avec les points énoncés ci-dessus.
D'éventuels ajustements dans les tâches exécutées par l'assistant
technique pourront être apportés par l'Ordonnateur national du FED.
8. Nombre et intitulé des lots: Un seul lot.
9. Budget maximal disponible: Environ 600 000 EUR dont:
tranche ferme: 300 000 EUR;
tranche conditionnelle: 300 000 EUR.
10. Prestations additionnelles éventuelles: Oui.
Conditions de participation
11. Éligibilité: La participation au marché est ouverte à égalité de
conditions, (i) aux personnes physiques, sociétés ou entreprises,
organismes publics ou à participation publique des États ACP et des États
membres de l'UE; (ii) aux sociétés coopératives et autres personnes
morales de droit public ou de droit privé des États membres de l'UE et/ou
des États ACP; (iii) à toute entreprise commune ou groupement
d'entreprises ou de sociétés des États ACP et/ou des États membres de
l'UE.
Cette règle de nationalité s'applique également aux experts proposés par
les personnes ou sociétés visées ci-dessus pour la réalisation des
prestations objet du marché.
12. Candidatures: Toute personne physique ou morale éligible (au sens du
point 11 ci-dessus) ou groupement de personnes physiques ou morales
éligibles (consortium) peut répondre à cet avis de marché.
La participation d'une personne physique ou morale inéligible (au sens du
point 11) entraînera l'élimination automatique de la candidature
concernée (notamment de la candidature de l'ensemble du consortium, dans
le cas où cette personne ferait partie d'un consortium).
13. Nombre de candidatures: Une personne physique ou morale visée à
l'article 11 ci-dessus ne peut soumettre plus d'une candidature.
14. Interdiction des alliances entre des candidats retenus sur la liste
restreinte: Toute offre reçue de la part des soumissionnaires comprenant
des personnes physiques ou morales autres que celles mentionnées sur les
formulaires de candidature ayant servi à l'établissement de la liste
restreinte sera éliminée de la présente procédure restreinte. Les
candidats invités à soumissionner ne peuvent ni s'associer entre eux ni
établir des relations sub-contractuelles concernant le marché en question.
15. Situations d'exclusion: Les candidats doivent attester qu'ils ne se
trouvent dans aucune des situations d'exclusion ci-dessous.
Ne peuvent participer à la mise en concurrence, ni être attributaires
d'un marché les personnes physiques ou morales:
- en état de faillite, de liquidation, de règlement judiciaire ou de
concordat préventif, de cessation d'activité, ou dans toute situation
analogue résultant d'une procédure de même nature existant dans les
législations et réglementations nationales;
- qui font l'objet d'une procédure de déclaration de faillite, de
liquidation, de règlement judiciaire, de concordat préventif, ou de toute
autre procédure de même nature existant dans les législations et
réglementations nationales;
- qui ont fait l'objet d'une condamnation prononcée par un jugement ayant
autorité de chose jugée pour tout délit affectant leur moralité
professionnelle;
- qui ont commis, en matière professionnelle, une faute grave constatée
par tout moyen que les autorités contractantes peuvent justifier;
- qui n'ont pas rempli leurs obligations relatives au paiement des
cotisations de sécurité sociale selon les dispositions légales du pays où
elles sont établies;
- qui n'ont pas rempli leurs obligations relatives au paiement des impôts
et taxes selon les dispositions légales du pays où elles sont établies;
- qui se sont rendues gravement coupables de fausses déclarations en
fournissant les renseignements exigés par les autorités contractantes
pour leur participation à un appel d'offres ou à un marché;
- qui ont été déclarées en défaut grave d'exécution en raison du
non-respect de leurs obligations contractuelles, dans le cadre d'un autre
marché conclu avec la même autorité contractante ou dans le cadre d'un
autre marché financé sur des fonds communautaires;
- qui sont dans une situation de conflit d'intérêts dans le cadre de
l'appel d'offres concerné.
16. Possibilités de sous-traitance: La sous-traitance n'est pas prévue.
17. Nombre de candidats invités à soumissionner: Le nombre de candidats
devant composer une liste restreinte est de 4 au minimum et de 8 au
maximum.

20. Durée initiale du marché et prorogation éventuelle: Il est prévu une
tranche ferme pour une durée d'environ deux (2) ans et une tranche

Critères de sélection et d'attribution
21. Critères de sélection: Les critères de sélection suivants seront
appliqués aux candidats.
Les candidats devront être en mesure de justifier:
1. une formation universitaire supérieure, de cinq ans minimum;
2. une expérience similaire dans des fonctions objet des services objet
de la consultation;
3. une excellente maîtrise écrite et parlée du français et du portugais,
et de bonnes connaissances en anglais.
À ces fins le candidat devra fournir:
1. une lettre de motivation;
2. un curriculum vitæ selon le modèle européen;
3. un minimum de trois références récentes pouvant fournir des
renseignements sur les capacités du candidat pour répondre aux
obligations du poste.
L'établissement de la liste restreinte sera fait à partir de ces
informations. Une priorité sera donnée aux candidats ayant réalisé des
prestations similaires dans le passé. Ces informations seront vérifiées
si le candidat est retenu dans la liste restreinte sur la base des
éléments à fournir dans la soumission. Toute fausse déclaration dans le
formulaire de candidature est automatiquement considérée comme faute
grave et est motif d'exclusion au titre du point 15 ci-dessus.
22. Critères d'attribution: Ces critères sont précisés dans le dossier
d'appel d'offres annexé à la lettre d'invitation à soumissionner qui sera
