| Abstract: | Education, Training and Development Initiative for Support Staff in the Irish Health Service. The Health Service Executive (HSE) invites providers to tender for a major education, training and development initiative for support staff in the Irish health and personal social services. The scope of this contract is for the provision of education, training and development initiatives to address the needs and aspirations of circa 28,500 supervisors and support staff in the health services which include healthcare assistants, porters, catering assistants, household staff, semi-skilled persons/crafts-person's mates/maintenance persons, home helps/community carers, family support workers, general assistants, CSSD/TSSD technicians, therapy assistants, speech and language assistants, laboratory aides and laundry staff etc. The contract will be awarded for a period of four years initially with an option for the commissioners to extend it for a further year. This arrangement is conditional on a successful independent evaluation of the initial pilot programme(s). II.2.2) Options. Description and time when they may be exercised: Following initial piloting and subject to successful evaluation the contract will be awarded for a period of 4 years initially with an option to extend for a further year. II.3) Duration of the contract or time limit for completion: 48 months from the award of the contract. SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION III.1) Conditions relating to the contract III.1.3) Legal form to be taken by the grouping of suppliers, contractors or service providers to whom the contract is awarded: No specific legal form is required but each supplier will be required to become jointly and severally responsible for the contract before acceptance. III.2.1.1) Legal position - means of proof required: (1) A certificate, declaration under oath, or solemn declaration providing proof that the bidder is enrolled on the professional or trade registers of his country of establishment, or where no such register exists a declaration under oath or solemn declaration that he exercises the particular profession or trade. (2) A certificate issued by the competent authority in the Member State concerned, or a declaration on oath or by a solemn declaration made before a competent authority, a notary or a competent professional or trade body, to the effect that the bidder has fulfilled its obligations relating to the payment of taxes and social security contributions in accordance with the legal provisions of the country in which the bidder is established.
