POWER SECTOR GENERATION AND RESTRUCTURING PROJECT
CONSULTING SERVICES IMPLEMENTATION OF THE ENVIRONMENTAL MANAGEMENT PLAN
Credit No 3872-ALB
This request for expressions of interest follows the general procurement
notice for this project that appeared in Development Business Issue No
624 of 16.2.2004.
The Government of Albania has received a credit from the International
Development Association (IDA) and intends to apply part of the proceeds
of this credit to payments under the contract for consultant services for
follow-up studies required by the Environmental Management Plan (EMP).
The services include: (i) update the ambient air quality impact
assessment in the EIA using site-specific ambient air quality and
meteorological monitoring data being collected by KESH since 2/2004; (ii)
training the core unit of Environmental Management Unit (EMU) to enable
them to monitor implementation of environmental mitigation measures
listed in the EMP by the Engineering, Procurement and Construction (EPC)
Contractor and other contractor(s) during construction and operational
phases; (iii) Review the Oil Spill Prevention and Response Plan for the
plant prepared by the EPC Contractor; and (iv) prepare a Supplementary
Environmental Assessment for all studies included in scope of the project
done by the EPC Contractor.
The Government of Albania now invites eligible consultants to indicate
their interest in providing the services. Interested consultants must
provide information indicating that they are qualified to perform the
services (brochures, description of similar assignments, experience in
similar conditions, availability of appropriate skills among staff, etc).
A consultant will be selected in accordance with the procedures set out
in the World Bank's Guidelines: Selection and Employment of Consultants
by World Bank Borrowers, 4/2004.
