Regional Programme for Central Africa, based in Libreville (Gabon), with
national sections in the following countries:
- Cameroon (Yaoundé and Dja Reserve);
- Central African Republic (Bangui, Ngotto Forest, village hunting areas
in the North);
- Congo (Brazzaville and Odzala National Park);
- Gabon (Libreville and the Lopé National Park);
- Equatorial Guinea (Bata and Monte Alen National Park);
- Democratic Republic of Congo (Kinshasa and Salonga National Park);
- Democratic Republic of Sao Tomé and Príncipe (Ôbo National Park).

Programmation du Développement de la République gabonaise (Ministry of
Planning and Development Programming of the Gabonese Republic) acting as
Regional Authorising Officer, Libreville.
Currently, the plan is for the National Authorising Office for Cameroon
to act as the contracting authority for technical assistance provided in
that section.
6. Object of the contract: Contract for long-term and short-term
technical assistance with programme implementation.
7. Contract description: Indicative duration: 36-48 months. The
technical assistance personnel will be responsible for implementing the
programme supporting the planned development and management of protected
areas in seven Central African countries. The programme comprises:
- a regional coordination unit based in Libreville;
- eight local sections (two in the Central African Republic, one in each
of the other countries) providing beneficiary countries with
institutional support.
The programme will be run under the annual 'programme estimate' system,
the EDF controlled part of which will be managed by the technical
assistance personnel themselves.
The programme's regional coordination unit will be in charge of all of
the technical assistants in the national sections.
Short-term technical assistance services (support assignments) will also
be required.
8. Maximum available budget: 10 675 000 EUR, or 7 002 340 975 XAF.
9. Scheduled date for publication of the contract notice: 15 February
2005.

11. Legal basis: ACP-EU Cotonou Agreement, signed on 23 June 2000.
Decision No 2/2002 of the ACP-EC Council of Ministers of 7 October 2002
regarding the implementation of Articles 28, 29 and 30 of Annex IV to the
Cotonou Agreement and its Annex.
Financial Regulation applicable to the ninth EDF and general regulations
on contracts financed by the EDF.
NB:
At least 30 calendar days must elapse between publication of this
contract forecast and publication of the contract notice.
Therefore, interested legal entities or natural persons must not send in
applications or requests for information at this stage.

Programme régional pour l'Afrique Centrale ayant siège à Libreville
(Gabon) et des composantes nationales dans les pays suivants:
- au Cameroun (Yaoundé et Réserve du Dja);
- en Centrafrique (Bangui, Forêt de Ngotto, zones cynégétiques
villageoises du Nord);
- au Congo (Brazzaville et Parc national d'Odzala);
- au Gabon (Libreville et Parc national de la Lopé);
- en Guinée équatoriale (Bata et Parc national de Monte Alén);
- en RD Congo (Kinshasa et Parc national de Salonga);
- en RD Sao Tomé e Príncipe (Parc national Ôbo).

à cette composante.
6. Objet du marché: Marché d'assistance technique de mise en oeuvre du
programme, AT long terme et court terme.
7. Description du marché: D'une durée indicative de 36 à 48 mois.
L'assistance technique sera responsable de la mise en oeuvre du programme
destiné à appuyer l'aménagement et la gestion des aires protégées dans 7
pays d'Afrique Centrale comprenant:
- une coordination régionale basée à Libreville;
- 8 composantes de terrain (2 composantes en RCA, 1 composante dans les
autres pays) et d'appui institutionnel au niveau des pays bénéficiaires.
Le programme sera exécuté en devis programmes annuels dont la partie
"régie FED" sera gérée directement par l'assistance technique.
L'ensemble des assistants techniques des composantes nationales sera
placé sous la responsabilité de la Coordination régionale du programme.
Ce marché inclura également de l'AT court terme (missions d'appui).
8. Budget maximal disponible: Le budget maximal disponible est de 10 675
000 EUR, soit 7 002 340 975 XAF.

Décision n° 2/2002 du Conseil des Ministres ACP-CE du 7 octobre 2002
concernant la mise en oeuvre des articles 28, 29 et 30 de l'annexe IV de
l'accord de Cotonou et son annexe.
Règlement financier applicable au 9ème FED et réglementation générale
relative aux marchés financés par le FED.
