Contract specifications:
6. Object of the contract: Technical assistance contract:
to provide the beneficiary with technical assistants, who will assist in
implementing the project, and with instructors for short training courses
and advanced training courses.
7. Contract description: The contract involves providing technical
assistance with implementing the project to support education system
reform in Algeria. A Support Unit funded by the European Commission (17
000 000 EUR) will coordinate the activities of the technical assistance
staff. The project aims a) to raise education system standards by
supporting initial training and subsequent training courses in pastoral
work and extra-curricula activities and b) to improve and strengthen
education system management at central and local levels.
The Project Support Unit is intended to support the Project Manager who
is directly accountable to the "Ministère de l'Éducation
Nationale"(Ministry for National Education).
The experts and instructors provided will assist the Ministry for
National Education in planning, carrying out, managing and monitoring
activities funded by the project and in organising short training courses
for headteachers, staff at central management and instructor training
institutes and for staff in the sector involved in technical support,
pastoral work and extracurricular activities. They are subdivided as
follows:
a) permanent experts - 4 international experts (170 man-months)
experienced in lending support to education system reforms - who will be
responsible for:
- programming and defining requirements and mobilising suitably qualified
staff: short-term instructor and experts needed to carry out the project,
- design of a functional management system for the project's operations,
- development of periodic programmes for carrying out the project's
operations.
b) The short training courses covered by the contract will be provided by
international instructors (190 man-months) and local instructors (200
man-months).
c) International technical assistance staff (30 man-months) and local
technical assistance staff (20 man-months) will be assigned to producing
the studies required for the project's operations to be carried out
smoothly.
8. Number and titles of lots: 1 lot.
9. Maximum available budget: 9 000 000 EUR.
10. Any additional services: Not applicable.
Conditions for participation:
11. Eligibility: Participation in the contract is open, on equal terms,
to all legal entities and natural persons from the European Union Member
States and from the countries and territories of the regions covered
and/or authorised by the regulation or other instruments applicable to
the programme under which the contract is financed (see point 29).
12. Application: Any eligible natural person or legal entity (as defined
in point 11) or grouping of said parties (consortium) may apply.
A consortium can be a permanent grouping with legal status or an informal
grouping created with a specific invitation to tender in mind. All the
members of a consortium (i.e. lead company and all other partners) shall
be jointly and severally liable vis-à-vis the contracting authority.
Should an ineligible natural person or legal entity (as defined in point
11) take part, this will result in the application concerned being
automatically disqualified (in particular, the application from the whole
consortium where said party belongs to a consortium).
13. Number of applications: Natural persons or legal entities can only
submit one application (this applies equally to all the legal entities
considered in law to be part of the same group), irrespective of the form
their participation may take (sole legal entity, or lead company or
partner in a consortium submitting an application). Should a natural
person or legal entity submit more than one application (this applies
equally to all the legal entities considered in law to be part of the
same group), then all the applications involving said party (and all the
legal entities considered in law to be part of the same group) will be
disqualified.
14. Prohibition on associations among shortlisted candidates: Tenders
which include companies not mentioned on the application forms used to
compile the shortlist will be disqualified from this restricted
procedure. Candidates invited to tender cannot form an association
amongst themselves nor can they establish subcontractual relationships
for the contract in question.
15. Grounds for exclusion: Candidates must enclose with their
application form a declaration to the effect that they are not in any of
the situations cited in Section 2.3.3 of the Practical Guide to EC
external aid contract procedures - available from the following Web
address: http://europa.eu.int/comm/europeaid/index_fr.htm.
16. Subcontracting: Subcontracting is not permitted.
17. Number of candidates invited to tender: There must be at least 4,
but no more than 8, candidates on the shortlist.
Provisional schedule for activities:
18. Scheduled date for dispatch of invitations to tender: 25 November
2004.
19. Scheduled date for commencing activities: 1 April 2005.
20. Initial contract length, and possible extension: 48 months.
Selection and award criteria:
21. Selection criteria: The following selection criteria will be applied
to candidates. Where applications are submitted by a consortium, then the
criteria will apply to the consortium as a whole:
1) candidate's economic and financial capacity:
a) candidates' annual turnover must be at least 6 000 000 EUR;
b) cash and cash equivalents at the end of candidates' financial year for
the past two financial years and forecasts for the current financial year
must be in surplus (see standard application form - procedures for
obtaining this form are detailed in point 24).
2) Candidates' professional capacity:
a) candidates are designing and running advanced training courses in
educational sciences and public-services management on a regular basis;
b) at least 15 people on the candidates' staff are working in fields
related to education system reforms and management training for
public-services staff.
3) Candidates' technical capacity:
a) candidates have over the past three years started implementing at
least two major public-services reform assistance projects;
b) candidates have been involved in at least two projects to reorganise
education reform management institutions (with regard to basic education
in particular).
If more than eight applications prove to be eligible, i.e. meet all the
selection criteria, then the strengths and weaknesses of these
candidates' applications will have to be re-examined to determine which
eight applications for the invitation to tender are the best. The only
aspect to be considered in this re-examination will be the total value in
euro (candidate's share) of the projects referred to in 3a) and 3b).
22. Award criteria: The criteria are specified in the invitation to
tender dossier appended to the letter of invitation to tender which will
be sent to shortlisted candidates.
Application submission procedures:
23. Final date for submission of applications: Candidates must ensure
that their application arrives at the address shown, following the
procedures detailed in point 25, no later than 13.11.2004 (16.00), local
time in Algeria.
Applications received after this deadline will be rejected.
24. Application submission procedures and information to be supplied:
The standard application form must be used for applications. This form is

of this form must be strictly adhered to.
Any application which fails to comply with these provisions will be
automatically rejected. Additional documentation (brochure, letter, etc.)
enclosed with the application will not be considered.

to the contracting authority, and no other:
- either by registered post (official postal service), to the following

Spécifications du marché
6. Objet du marché: Marché d'assistance technique:
Mise à la disposition du bénéficiaire d'assistants techniques devant
appuyer la mise en oeuvre du projet et de formateurs devant assurer des
stages de formation et de perfectionnement de courtes durées.
7. Description du marché: Le marché porte sur la mise à disposition de
l'assistance technique à la mise en oeuvre du Projet d'appui à la réforme
du système éducatif en Algérie coordonnée au sein d'une Unité d'Appui
(UAP), que finance la Commission européenne (17 millions d'EUR). Ce
projet vise a) l'amélioration qualitative du système éducatif par l'appui
à la formation initiale et continue de l'encadrement pédagogique et b)
l'amélioration et le renforcement du management du système éducatif au
niveau central et local.
L'UAP est conçue en tant que support au Directeur de projet, qui relève
quant à lui directement du Ministère de l'Éducation Nationale.
Les experts et formateurs qui seront fournis assisteront le Ministère de
l'Éducation Nationale dans la conduite des opérations de planification,
d'exécution, de gestion, de suivi des activités financées par le projet
et d'animations de cycles de formation de courtes durées destinés aux
directeurs des établissements scolaires, aux personnels des directions
centrales et des instituts de formations de formateurs et à l'encadrement
technique et pédagogique du secteur. Ils sont subdivisés en:
a. les experts permanents - 4 experts internationaux (170 personnes/mois)
disposant d'une expérience dans l'appui aux réformes des systèmes
éducatifs - seront chargés de:
- la programmation, la définition et la mobilisation des compétences
appropriées: formateur et experts de courtes durées, nécessaires à
l'exécution du projet,
- la conception d'un système de gestion fonctionnel des opérations du
projet,
- l'élaboration des programmes périodiques d'exécution des opérations du
projet.
b. Les cycles de formation de courtes durées, couverts par le marché,
seront assurés par 190 personnes/mois de formateurs internationaux et 200
personnes/mois de formateurs locaux.
c. Enfin, 30 personnes/mois d'assistance technique internationale et 20
personnes/mois d'assistance technique locale seront dédiées à la
production des études nécessaires à la bonne conduite des opérations du
projet.
8. Nombre et intitulé des lots: Un seul lot.
9. Budget maximal disponible: 9 millions d'EUR.

Conditions de participation
11. Éligibilité: La participation au marché est ouverte, à égalité de
conditions, à toutes les personnes physiques et morales des États membres
de l'Union européenne, et des pays et territoires des régions couvertes
et/ou autorisées par le règlement ou autres instruments applicables au
programme au titre duquel le marché est financé (voir également rubrique
29 ci-après).
12. Candidature: Toute personne physique ou morale éligible (au sens du
point 11 ci-dessus) ou groupement de ces personnes (consortium) peut
soumettre sa candidature.
Un consortium peut être un groupement permanent doté d'un statut
juridique ou un groupement informel créé aux fins d'un appel d'offres
spécifique. Tous les membres d'un consortium (c'est-à-dire, le chef de
file et tous les autres partenaires) sont conjointement et solidairement
responsables devant le pouvoir adjudicateur.
La participation d'une personne physique ou morale inéligible (au sens du
point 11) entraînera l'élimination automatique de la candidature
concernée (notamment, de la candidature de l'ensemble du consortium, dans
le cas où cette personne ferait partie d'un consortium).
13. Nombre de candidatures: Une personne physique ou morale ne peut
soumettre plus d'une candidature (cela vaut également pour toutes les
personnes morales faisant partie du même groupe du point de vue du
droit), quelle que soit la forme de sa participation (comme entité
juridique individuelle ou comme chef de file ou partenaire d'un
consortium présentant une candidature). Dans le cas où une personne
physique ou morale soumettrait plus d'une candidature (cela vaut
également pour toutes les personnes morales faisant partie d'un même
groupe du point de vue du droit), toutes les candidatures auxquelles
cette personne participe (et toutes les personnes morales faisant partie
du même groupe du point de vue du droit) seront éliminées.
14. Interdiction des alliances entre des candidats retenus sur la liste
restreinte: Toute offre reçue de la part de soumissionnaires comprenant
des sociétés autres que celles mentionnées sur les formulaires de
candidature ayant servi à l'établissement de la liste restreinte sera
éliminée de la présente procédure restreinte. Les candidats invités à
soumissionner ne peuvent ni s'associer entre eux ni établir des relations
subcontractuelles concernant le marché en question.
15. Situations d'exclusion: Dans le formulaire de candidature, les
candidats doivent soumettre une déclaration selon laquelle ils ne se
trouvent dans aucune des situations visées au point 2.3.3 du Guide
pratique d'attribution des contrats d'aide extérieure de la CE
(disponible à l'adresse Internet suivante:

16. Possibilités de sous-traitance: La sous-traitance n'est pas
autorisée.
17. Nombre de candidats invités à soumissionner: Le nombre de candidats
devant composer une liste restreinte est de 4 au minimum et de 8 au
maximum.
Calendrier prévisionnel des opérations
18. Date prévue d'envoi des invitations à soumissionner: 25 novembre

Critères de sélection et d'attribution
21. Critères de sélection: Les critères de sélection suivants seront
appliqués aux candidats. Dans le cas où les candidatures seraient
soumises par un consortium, ces critères de sélection s'appliqueront au
consortium dans son ensemble:
1) Capacité économique et financière du candidat:
a) le chiffre d'affaires annuel du candidat doit être au moins égal à 6
millions d'euros;
b) la trésorerie et les équivalents de trésorerie en fin d'exercice du
candidat pour les deux derniers exercices et les prévisions pour
l'exercice en cours doivent être excédentaires (voir le formulaire de
candidature standard dont les modalités d'obtention sont décrites au
point 24).
2) Capacité professionnelle du candidat:
a) le candidat conçoit et assure continuellement des cycles de
perfectionnement dans les domaines des sciences de l'éducation et du
management des administrations publiques;
b) au moins 15 personnes faisant partie des effectifs du candidat
travaillent dans des domaines en rapport avec les réformes des systèmes
éducatifs et les formations managériales de l'encadrement des
administrations publiques.
3) Capacité technique du candidat:
a) le candidat a lancé la mise en oeuvre au cours des 3 dernières années
d'au moins 2 projets importants d'accompagnement de réformes
d'administrations publiques;
b) le candidat a participé à au moins 2 projets de réorganisation des
institutions de pilotage de réformes de l'éducation, notamment
d'éducation de base.
Si le nombre de candidatures éligibles satisfaisant à l'ensemble des
critères de sélection est supérieur à huit, les atouts et faiblesses des
applications de ces candidats doivent être réexaminés pour identifier les
huit meilleures candidatures pour l'appel d'offres. Le seul élément qui
sera pris en considération dans ce réexamen est le montant total (part
obtenue par le candidat) en euros des projets visés en 3a et 3b.
22. Critères d'attribution: Ces critères sont précisés dans le dossier
d'appel d'offres annexé à la lettre d'invitation à soumissionner qui sera
envoyée aux candidats retenus sur la liste restreinte.
Constitution de la candidature
23. Date limite de remise des candidatures: Tout candidat doit s'assurer
que sa candidature parvient à l'adresse indiquée et selon les modalités
décrites au point 25 au plus tard le 13 novembre 2004 à 16 heures (heure
locale algérienne).
Toute candidature reçue après la date limite sera écartée.
24. Modalités de présentation des candidatures et renseignements à
fournir: Les candidatures doivent être rédigées uniquement au moyen du
formulaire de candidature standard (disponible à l'adresse Internet
