Project: EU-EXAP - III / 07: Baku Storage Center for Radio-active Isotopes (BSCRI) Supply procurement notice 1. Publication reference: EuropeAid/119743/D/S/AZ 2. Procedure: Open international tender. 3. Programme: Exceptional Assistance Programme to Azerbaijan (EXAP) Phase III AZ/2000 under the 2000 Tacis programme. 4. Financing: Financing memorandum (signed 17.4.2001). 5. Contracting authority: Azerbaijan Agency for Rehabilitation and Reconstruction of Areas (ARRA), for the Government of Azerbaijan, Baku, Azerbaijan. Contract specification 6. Contract description: A complete and comprehensive system for the collection, identification and safe storage or disposal of radioactive waste and pollution in Azerbaijan is to be accomplished by the construction of the Baku Storage Centre for Radioactive Isotopes (BSCRI) facility which is underway. Through the contract BSCRI will acquire appropriate technological means of handling the radioactive waste and other pollution, together with the necessary accessories. 7. Number and titles of lots: Lot 1: supply of handling means and accessories for Baku Storage Centre for Radioactive Isotopes (BSCRI). Conditions of participation 8. Eligibility and rule of origin: Participation is open on equal terms to all natural and legal persons of the Member States of the European Union (i.e. Austria, Belgium, Denmark, Finland, France, Germany, Greece, Ireland, Italy, Luxembourg, Netherlands, Portugal, Spain, Sweden, United Kingdom, Cyprus, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Slovak Republic and Slovenia), Tacis and Phare beneficiary countries (i.e. Russian Federation, Ukraine, Belarus, Moldova, Georgia, Azerbaijan, Armenia, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan and Romania, Bulgaria) and Turkey. 9. Grounds for exclusion: Tenderers must provide a declaration that they are not in any of the situations listed in Section 2.3 of the Manual of Instructions for External Relations contracts (available from the following Internet address: http://europa.eu.int/comm/europeaid/ index_en.htm). 10. Number of tenders: Tenderers (including firms within the same legal group, other members of the same consortium, and subcontractors) may submit only one tender for one or several lots. Tenders for parts of a lot will not be considered. Any tenderer may state in their tender that they would offer a discount in the event that its tender is accepted for more than one lot. Tenderers may provide a tender for a variant solution in addition to their tender for the supplies required in the tender dossier. 11. Tender guarantee: Tenderers must provide a tender guarantee of 5 000 EUR (five thousand euro) when submitting a tender. This guarantee will be released to unsuccessful tenderers once the tender procedure has been completed and to the successful tenderer(s) upon signature of the contract by all parties. This guarantee will be called upon if the tenderer does not fulfil all obligations stated in its tender. 12. Performance guarantee: The successful tenderer will be requested to provide a performance guarantee of 10% of the contract value in euro when countersigning the contract. This must be delivered within 30 days after receipt by the tenderer of the contract signed by the contracting authority. If the selected tenderer fails to provide such a guarantee within this period, the contract will be void and a new contract may be drawn up and sent to the tenderer which has submitted the next lowest, compliant tender. 13. Information meeting and/or site visit: No information meeting and/or site visit are planned. 14. Tender validity: Tenders must remain valid for a period of 90 days after the deadline for submission of tenders. 15. Maximum delivery period: 6 months. Selection and award criteria 16. Selection criteria: a) Economic and financial standing of the tenderer: - average annual turnover of the last three years shall be a minimum of 750 000 EUR. b) Professional capacity: - evidence of certification for the supplies to ISO 9001 standard or equivalent. c) Technical capacity: - at least three (3) projects where the tenderer has provided similar items during the last three (3) years (2001-2003). d) Compliance with technical specifications. e) Compliance with time schedule. 17. Award criteria: Price. Tendering 18. Deadline for submission of tenders: 13.00 local time on 23.11.2004. Any tender received after this deadline will not be considered. 20.
