PROPOSED ENERGY SECTOR RECOVERY PROJECT - KENYA REQUEST FOR EXPRESSION OF INTEREST CONSULTANCY SERVICES FOR OLKARIA II THIRD UNIT EXTENSION PROJECT The Government of Kenya is seeking financing from international funding institutions, including the World Bank (IDA) and the European Investment Bank (EIB), to help finance the installation of a third unit at Olkaria II Power Station. The Implementing Agency for the project is the Kenya Electricity Generating Company Limited (KenGen). KenGen is a limited liability company 100% owned by the Government of Kenya. It supplies about 80% of the electricity used in the Country. The Company utilizes various sources to generate electricity ranging from hydro, geothermal, thermal and wind. It has a total installed capacity of about 1000 MW. The Olkaria geothermal field is located in the Kenya Rift Valley about 120 km from Nairobi. Three plants (Olkaria I, II & III) are producing from the system. The geothermal field has been subdivided into blocks that include Olkaria East (I), Olkaria Northeast (II), Olkaria West (III) and Olkaria Domes (IV) fields. Olkaria East production field supplies steam to the 45 (3x15) MWe Olkaria I power plant. Olkaria Northeast field provides steam to 70 (2x35) MWe Olkaria II power plant. The two power plants are owned by KenGen, while Olkaria III is an IPP. Whereas Olkaria I power plant has an installed capacity of 45 MW, the steam available currently stands at an equivalent of about 70 MW, resulting in a surplus of 25 MW in the field. The steam available at the Olkaria II power plant is estimated at 98 MW. This indicates a surplus steam supply of 28 MW. The combined steam surplus at the two fields is therefore about 53 MW. Kenya Electricity Generating Company (KenGen) now intends to add a third Unit of 35 MW at Olkaria II to utilize excess steam in the two fields. To this end KenGen intends to engage the services of a consultant, using IDA financing, to supervise implementation of the project. Interested consulting firms are invited to submit their Expression of Interest for supervising the implementation of the Olkaria II Third Unit Extension Project. The implementation period for the project is estimated at about 30 months. The project, include the consultants services, is expected to commence around October 2004. A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by the World Bank Borrowers, January 1997, Revised September 1997, January 1999, May 2002 and May 2004. Needed qualifications are: a track record of relevant experience on geothermal power plants, supervision of implementation of at least one geothermal power plant during the last 5 years. Experience on the design and engineering of geothermal plants and their associated steam field. In addition to the firm's experience, a list of professional staff expected to take part in the project should also be listed.
