International Invitation for Tenders Grenlec Power System Development Project Phase 1 & 2 of the Generation Expansion Program Grenada Electricity Services Ltd. Grenada Electricity Services Ltd. (hereinafter referred to as "the Borrower") has applied for a loan from the European Investment Bank- EIB (hereinafter referred to as "the Bank") towards the cost of the Grenlec Power System Development Project, Phase 1 & 2 of the Generation Expansion Program. This International Invitation for Tenders relates to the contract for Design/Build of the Phase 1 & 2 Diesel Power Generation Facilities. This contract will include turnkey construction for two nominally 7.5 MW diesel engine generator (DEG) sets and all related auxiliary equipment together with all associated civil and structural works required to integrate the DEG sets into the existing powerhouse building (designated as 'B' Station), and start-up and checkout services and performance tests (Phase 1), and turnkey construction for demolition of a portion of the "A" Station powerhouse, development of new powerhouse sized to accommodate three DEGs, supply and installation of one nominally 7.5 MW DEG set and all related auxiliary equipment in the new powerhouse, and start-up and checkout services and performance tests (Phase 2). This contract is expected to be implemented from June 16, 2004 for Phase 1 and from April 1, 2005 for Phase 2 with anticipated time for completion by April 1, 2005 for Phase 1 and October 1, 2006 for Phase 2. The criteria to be used in the tender evluation are, in decreasing order of importance: Life Cycle Cost, Quality of Customer Support Program, Experience of Technical Team in design-build contracts and in projects in the Caribbean, Completeness of Tenders, Times for Completion, Innovation in Design-Build. Engine manufacturers of medium speed Diesel engines with at least 20 years experience who have performed similar design-build work within the last 8 years are invited to participate in the tender. Only Tenderers who meet this criteria and who are not joint ventures, partnerships, or consortiums, will be considered eligible Tenderers. A tender conference will be held at the Borrower's Queen's Park Power Station on March 16th, 2004 beginning at 9:00 a.m. Interested eligible Tenderers may obtain further information from, and inspect the Tender Documents as of March 8, 2004 at: Grenada Electricity Services, Ltd., Office of the General Manager, P.O. On request, against a faxed copy of the evidence of the remittance, the Tender Documents may be sent by courier service if the transport is previously arranged by the Tenderer in his country. The Borrower bears no responsibility for the delivery or associated cost in such a case.
