Contract specifications:
6. Object of the contract: Technical assistance contract to support
regional forestry training at the École Nationale des Eaux et Forêts
(ENEF, Libreville) and the École Régionale pour l'Aménagement intégré des
Forêts Tropicales (ERAIFT, Kinshasa).
7. Contract description: Under the contract, technical assistance
personnel, comprising 2 long-term experts posted to the ENEF and
short-term personnel for expert-assistance assignments in one or other of
the schools as and when required, will be recruited to implement the
project. The length of the contract is determined by the financing
agreement's validity and will run for 36 months at most.
The technical assistance personnel will, therefore, be required to
implement actions involving expertise in institutional support and
capacity building (strategic advice, budgetary decisions, educational
programmes, etc.) in the field of forestry training, as well as
activities to reform and inject new energy into the teaching curriculum.
The technical assistance personnel will also prepare and monitor
activities not falling under the technical assistance contract such as
purchase of equipment and the construction/refurbishment of
infrastructure.
Work programmes with annual budgets will be drawn up for said activities
and specific procedures will be issued for them.
8. Number and titles of lots: 1 lot.
9. Maximum available budget: 1 552 600 EUR, i.e. 1 018 438 838 XAF
(based on fixed exchange rate of 1 EUR to 655,957 XAF).
10. Any additional services: No.
Conditions for participation:
11. Eligibility: Participation in the contract is open, on equal terms,
to all natural persons and legal entities from the European Union Member
States or from eligible developing countries in accordance with the
regulation applicable to the programme specified in 29b) [namely the
Asian and Latin American countries (ALA), the Mediterranean countries
(MEDA) and the African, Caribbean and Pacific countires (ACP)]
12. Application: Any eligible natural person or legal entity (as defined
in point 11) or grouping of said persons or entities (consortium) may
apply.
A consortium can be a permanent grouping with a legal status or an
informal grouping created with a specific invitation to tender in mind.
All the members of a consortium (i.e. lead company and all other
partners) must be jointly and severally liable vis-à-vis the contracting
authority.
Should an ineligible natural person or legal entity (as defined in point
11) take part, this will result in the application concerned being
automatically disqualified (in particular, the application from the whole
consortium, if said party belongs to a consortium).
13. Number of applications: Natural persons or legal entities can only
submit one application (this applies equally to legal entities legally
considered to belong to the same group), irrespective of the form their
participation may take (as one single legal entity or as a lead company
or partner in a consortium submitting an application). Should a natural
person or legal entity submit more than one application (this applies
equally to legal entities legally considered to belong to the same
group), then all the applications involving said party (and any legal
entities legally considered to belong to the same group) will be
disqualified.
14. Prohibition on associations among shortlisted candidates: Tenders
which include companies not mentioned on the application forms used to
compile the shortlist will be excluded from this restricted procedure.
Candidates invited to tender cannot form an association amongst
themselves nor can they establish subcontractual relationships for the
contract in question.
15. Grounds for exclusion: Candidates must certify, in their application
form, that they are not in any of the situations cited in section 2.3.3
of the Practical Guide to EC External Aid Contract Procedures (available
from the following Internet address: http://europa.eu.int/comm/europeaid/
index_fr.htm).
16. Subcontracting: Subcontracting is permitted but only up to a limit
of 20% of the contract value. The subcontractor need not necessarily
comply with the specifications for natural persons and legal entities
given in 11.
17. Number of candidates invited to tender: There must be at least 4 and
no more than 8 candidates on the shortlist.
Provisional schedule for activities:
18. Scheduled date for dispatch of invitations to tender: 15 December
2003.
19. Scheduled date for commencing activities: 1 March 2004.
20. Initial contract length, and possible extension: No more than 36
months, and must be completed prior to the financing agreement's expiry
date (31 December 2006).
Selection and award criteria:
21. Selection criteria: The following selection criteria will be applied
to candidates. Where applications are submitted by a consortium, then the
criteria will apply to the consortium as a whole:
1) Candidates' economic and financial standing (see heading 3 of the
application form):
- candidates' average annual turnover must be at least 2 000 000 EUR. For
consortia, this figure applies to the joint turnover for all members
thereof;
2) candidates' professional capacities (see headings 4 and 5 of the
application form):
a) capacity for building up higher training skills in forestry (DESS, PhD
type training) following systems theory;
b) permanent availability of at least 5 people who can direct and
supervise research work in at least one of the following fields:
- management and development of tropical forests,
- management and development of fauna and protected sites,
- communal forestry work, participative management,
- rural development,
- development anthropology,
- biodiversity and environmental monitoring.
Ability to carry out this work must be proven by a qualification or
certificate as Director of Research or by accreditation to supervise
research;
c) candidates' experience of working in the developing countries in
tropical regions;
3) candidates' technical capacity (see headings 5 and 6 of the
application form):
a) practical experience during the past three years or more in distance
learning;
b) pratical experience during the past three years or more in
multi-cultural teaching (exchanges with other institutions).
If more than eight of the applications for the invitation to tender meet
all the selection criteria, then the strengths and weaknesses of these
candidates' applications will have to be re-examined to determine which
eight applications are the best. Only the following factors will be
considered in the re-examination:
i) proven experience and capacities in as many of the fields listed in
21.2.b) as possible,
ii) current research programmes related to management of forestry
resources in a tropical environment, preferably in central Africa,
iii) prior or current experience in managing and planning development
projects financed by sponsors.
22. Award criteria: The criteria are specified in the invitation to
tender dossier appended to the letter of invitation to tender which will
be sent to shortlisted candidates.

23. Final date for submission of tenders: 30.11.2003 (16.00), time in
Libreville.
Applications received after this deadline will be rejected.

The contract title and the contract notice number (see point 1) must be
clearly marked on the envelope containing the application and must be

Spécifications du marché
6. Objet du marché: Marché d'assistance technique d'appui à la formation
forestière régionale auprès de l'École Nationale des Eaux et Forêts
(ENEF, Libreville) et de l'École Régionale pour l'Aménagement intégré des
Forêts Tropicales (ERAIFT, Kinshasa).
7. Description du marché: L'objet du marché, d'une durée de 36 mois
maximum dans les limites de la validité de la convention de financement,
est le recrutement de l'assistance technique (AT) de mise en oeuvre du
projet. Cette AT sera composée de 2 experts longue durée en poste auprès
de l'ENEF et de missions courte durée pour de l'expertise ponctuelle au
bénéfice de l'une ou l'autre des écoles.
L'assistance technique devra donc mettre en oeuvre des actions
d'expertise en appui institutionnel et en renforcement des capacités
(orientations stratégiques, décisions budgétaires, programmes
pédagogiques, etc.) dans le domaine de la formation forestière, ainsi que
des activités de réforme et dynamisation des cursus pédagogiques.
Les activités hors marché d'assistance technique concernant l'acquisition
d'équipements et la construction/réhabilitation d'infrastructures seront
préparées et suivies par l'assistance technique.
Ces activités seront planifiées sous forme de plans de travail et de
budgets annuels et font l'objet de procédures spécifiques.
8. Nombre et intitulés des lots: Un lot.
9. Budget maximal disponible: 1 552 600 EUR, soit 1 018 438 838 XAF (sur
base du taux fixe 1 EUR pour 655,957 XAF).
10. Prestations additionnelles éventuelles: Non.
Conditions de participation
11. Éligibilité: La participation au marché est ouverte, à égalité de
conditions, à toutes les personnes physiques et morales des États membres
de l'Union européenne ou d'un Pays en Voie de Développement éligibles en
vertu du règlement applicable au programme spécifié au point 29b
[c'est-à-dire les Pays d'Asie, d'Amérique latine (ALA), de la
Méditerranée (MEDA) et d'Afrique, Caraïbes et Pacifique (ACP)].
12. Candidature: Toute personne physique ou morale éligible (au sens du
point 11 ci-dessus) ou groupement de ces personnes (consortium) peut
soumettre sa candidature.
Un consortium peut être un groupement permanent doté d'un statut
juridique ou un groupement informel créé aux fins d'un appel d'offres
spécifique. Tous les membres d'un consortium (c'est-à-dire le chef de
file et tous les autres partenaires) sont conjointement et solidairement
responsables devant le pouvoir adjudicateur.
La participation d'une personne physique ou morale inéligible (au sens du
point 11) entraînera l'élimination automatique de la candidature
concernée (notamment de la candidature de l'ensemble du consortium, dans
le cas où cette personne ferait partie d'un consortium).
13. Nombre de candidatures: Une personne physique ou morale ne peut
soumettre plus d'une candidature (cela vaut également pour toutes les
personnes morales faisant partie du même groupe du point de vue du
droit), quelle que soit la forme de sa participation (comme entité
juridique individuelle ou comme chef de file ou partenaire d'un
consortium présentant une candidature). Dans le cas où une personne
physique ou morale soumettrait plus d'une candidature (cela vaut
également pour toutes les personne morales faisant partie d'un même
groupe du point de vue du droit), toutes les candidatures auxquelles
cette personne participe (et toutes les personnes morales faisant partie
du même groupe du point de vue du droit) seront éliminées.
14. Interdiction des alliances entre des candidats retenus sur la liste
restreinte: Toute offre reçue de la part de soumissionnaires comprenant
des sociétés autres que celles mentionnées sur les formulaires de
candidature ayant servi à l'établissement de la liste restreinte sera
éliminée de la présente procédure restreinte. Les candidats invités à
soumissionner ne peuvent ni s'associer entre eux ni établir des relations
subcontractuelles concernant le marché en question.
15. Situations d'exclusion: Dans le formulaire de candidature, les
candidats doivent attester qu'ils ne se trouvent dans aucune des
situations visées au point 2.3.3 du Guide pratique d'attribution des
contrats d'aide extérieure de la CE (disponible à l'adresse Internet

16. Possibilités de sous-traitance: La sous-traitance est autorisée
uniquement dans la limite de 20 % du montant du marché, il est admis
qu'une sous-traitance puisse être confiée à une autre catégorie de
personne physique ou morale que celle visée au point 11.
17. Nombre de candidats invités à soumissionner: Le nombre de candidats
devant composer la liste restreinte est de 4 au minimum et de 8 au
maximum.
Calendrier prévisionnel des opérations
18. Date prévue d'envoi des invitations à soumissionner: 15 décembre
2003.
19. Date prévue de commencement de l'action: 1er mars 2004.
20. Durée initiale du marché et prorogation éventuelle: 36 mois maximum
et dans la limite de l'expiration de la convention de financement (31
décembre 2006).
Critères de sélection et d'attribution
21. Critères de sélection: Les critères de sélection suivants seront
appliqués aux candidats. Dans le cas où les candidatures seraient
soumises par un consortium, ces critères de sélection s'appliqueront au
consortium dans son ensemble:
1) capacités économiques et financières du candidat (voir rubrique 3 du
formulaire de candidature):
- le chiffre d'affaires annuel moyen du candidat doit être au moins de 2
millions d'euros. Dans le cas d'un consortium, ce montant s'applique à la
somme des chiffres d'affaires des membres du consortium;
2) capacité professionnelle du candidat (voir rubriques 4 et 5 du
formulaire de candidature):
a) capacité de renforcement des capacités de formation supérieure dans le
domaine forestier (formations assurées de type DESS, PhD) suivant une
approche systémique;
b) disponibilité en personnel permanent d'au moins cinq (5) personnes
aptes à diriger et encadrer des travaux de recherche dans au moins un des
champs d'application suivants:
- gestion et aménagement des forêts tropicales,
- gestion et aménagement de la faune et des aires protégées,
- foresterie communautaire, gestion participative,
- développement rural,
- anthropologie du développement,
- biodiversité et monitoring environnemental.
Cette aptitude doit être démontrée par un diplôme ou un titre de
Directeur de recherche ou habilitation à diriger les recherches;
c) une expérience du candidat de travail dans les Pays en Voie de
Développement de la zone tropicale;
3) capacité technique du candidat (voir rubriques 5 et 6 du formulaire de
candidature):
a) pratique depuis au moins 3 ans de l'enseignement à distance;
b) pratique depuis au moins 3 ans de l'enseignement multi-culturel
(échanges d'établissements).
Si le nombre de candidatures éligibles satisfaisant à l'ensemble des
critères de sélection est supérieur à huit, les atouts et faiblesses des
applications de ces candidats doivent être réexaminés pour identifier les
huit meilleures candidatures pour l'appel d'offres. Les seuls éléments
qui seront pris en considération dans ce réexamen sont les suivants:
i) expériences et capacités demontrées pour un maximum des champs
d'intervention présentés au point 21.2.b),
ii) programmes de recherche en cours en liaison avec la gestion des
ressources forestières en milieu tropical, si possible en Afrique
centrale,
iii) expériences antérieures ou en cours de gestion et planification de
projets de développement financés par un bailleur de fonds.
22. Critères d'attribution: Ces critères sont précisés dans le dossier
d'appel d'offres annexé à la lettre d'invitation à soumissionner qui sera
envoyée aux candidats retenus sur la liste restreinte.
Constitution de la candidature
23. Date limite de remise des candidatures: Le 30 novembre 2003 à 16
heures (heure de Libreville).
Toute candidature reçue après la date limite sera écartée.
24. Modalités de présentation des candidatures et renseignements à
fournir: Les candidatures doivent être rédigées uniquement au moyen du
formulaire de candidature standard (disponible à l'adresse Internet
