Contracting authority: Project Secretariat - Financial Investment & Sector Cooperation - Rural Component. Contract specifications 6. Description of the contract: The subject of the contract is the delivery of 3 motor vehicles and the supply, installation and commissioning of office furniture and fixtures, computer equipment and software, office and training equipment. 7. Number and titles of lots: Lot No 1 - motor vehicles. Lot No 2 - office furniture. Lot No 3 - IT equipment & software. Lot No 4 - photocopier. Lot No 5 - office and training equipment. Terms of participation 8. Eligibility and rules of origin: Participation is open on equal terms to all natural and legal persons (participating either individually or in a grouping (consortium) of tenderers) of the Member States and the countries and territories of the regions covered and/or authorized by the Regulation to the programme under which the contract is financed (Council Regulation (EC) No 1488/96 of 23.7.1996 on financial and technical measures to accompany (MEDA) the reform of economic and social structures in the framework of the Euro-Mediterranean partnership) and the Regulation on access to Community external assistance (Council Regulation (EC) No 2112/2005 of 21.11.2005 on access to Community external assistance). All works, supplies and services supplied under this contract must originate in 1 or more of these countries (but the experts engaged by eligible tenderers maybe of any nationality): - MEDA beneficiary countries: Algeria, Egypt, Israel, Jordan, Lebanon, Morocco, Palestinian territories, Syria, Tunisia, Turkey; - Member States of the European Union: Belgium, Czech Republic, Denmark, Germany, Estonia, Greece, Spain, France, Ireland, Italy, Cyprus, Latvia, Lithuania, Luxembourg, Hungary, Malta, Netherlands, Austria, Poland, Portugal, Slovenia, Slovakia, Finland, Sweden, United Kingdom . - Candidate countries (as recognised by the EC): Bulgaria, Croatia, FYROM (The Former Yugoslav Republic of Macedonia), Romania; - Member States of the European Economic Area: Iceland, Liechtenstein, Norway. 9. Grounds for exclusion: Tenderers must submit a signed declaration, included in the tender form for a supply contract, to the effect that they are not in any of the situations listed in point 2.3.3 of the Practical Guide to contracts procedures for EC external actions. 10. Number of tenders: Tenderers may submit only 1 tender for 1 or more lots. Tenders for parts of a lot will not be considered. Any tenderer may state in its tender that it would offer a discount in the event that its tender is accepted for more than 1 lot. Tenderers may not submit a tender for a variant solution in addition to their tender for the supplies required in the tender dossier. 11. Tender guarantee: Tenderers must provide a tender guarantee of 2 % of the budget available for each lot they are tendering for when submitting their tender. This guarantee will be released to unsuccessful tenderers once the tender procedure has been completed and to the successful tenderer(s) upon signature of the contract by all parties. This guarantee will be called upon if the tenderer does not fulfil all obligations stated in its tender. 12. Performance guarantee: The successful tenderer will be asked to provide a performance guarantee of 10% of the amount of the contract at the signing of the contract. This guarantee must be provided together with the return of the countersigned contract no later than 30 days after the tenderer receives the contract signed by the contracting authority. If the selected tenderer fails to provide such a guarantee within this period, the contract will be void and a new contract may be drawn up and sent to the tenderer which has submitted the next best compliant tender. 13. Information meeting and/or site visit: No information meeting and/or site visit is planned. 14. Tender validity: Tenders must remain valid for a period of 90 days after the deadline for submission of tenders. 15. Period of implementation: Lots 1, 3 and 4: action; time frame; responsibility: contract signature; within 30 days after notification of award of contract; project secretariat; shipment and delivery to port for international supplies and necessary documentations and customs clearance; within 75 days from commencement date; supplier; delivery period from commencement date; within 90 days for international supplies, within 60 days for national supplies; supplier; installation; within 15 days from delivery; supplier; inspection and testing and provisional acceptance; within 30 days after the supplies are delivered, installed, system integrated and operational; project secretariat and supplier representatives; warranty period; 12 months after provisional acceptance; supplier; final acceptance; 30 days after provisional acceptance; project secretariat. Lots 2 and 5: action; time frame; responsibility: contract signature; within 30 days after notification of award of contract; project secretariat: shipment and delivery to port for international supplies and necessary documentations and customs clearance; within 75 days from commencement date; supplier: delivery period from commencement date; within 90 days for international supplies, within 60 days for national supplies; supplier: installation; within 15 days from delivery; supplier: inspection and testing and provisional acceptance; within 30 days after the supplies are delivered; project secretariat and supplier representatives: warranty period; 4 months after provisional acceptance; supplier: final acceptance; 30 days after provisional acceptance; project secretariat. Taking into account the timetable for the different lots specified above, the period of implementation will start from the commencement date of the contract and will end after 135 days for imported goods and 105 days for local goods. Selection and award criteria 16. Selection criteria: The following selection criteria will be applied to tenderers. In the case of tenders submitted by a consortium, these selection criteria will be applied to the consortium as a whole: a) Economic and financial capacity of tenderer (based on i.a. item 3 of the tender form for a supply contract): - average annual turnover of the tenderer or each consortium member in case a consortium is formed, over the last 3 years has to be positive, - the average of the annual operating profit of the tenderer, or each consortium member incase a consortium is formed, over the last 3 years has to be positive. b) Professional capacity of tenderer (based on i.a. items 4 and 5 of the tender form for a supply contract): - has a minimum of 5 staff employed. c) Technical capacity of tenderer (based on i.a. items 5 and 6 of the tender form for a supply contract): - the tenderer has successfully completed at least 3 contracts with a budget of at least that of this contract in the past 3 years, - the tenderer has worked successfully on at least 2 projects in fields related to this contract in the past 3 years. The candidate must provide evidence that he/she has an authorized agent for warranty maintenance facilities in Egypt. An economic operator may, where appropriate and for a particular contract, rely on the capacities of other entities, regardless of the legal nature of the links which it has with them. It must in that case prove to the contracting authority that it will have at its disposal the resources necessary for performance of the contract, for example by producing an undertaking on the part of those entities to place those resources at its disposal. Under the same conditions, a consortium of economic operators may rely on the capacities of members of the consortium or of other entities. 17. Award criteria: Price. Tendering 18.
