Conditions for participation:
8. Eligibility and rule of origin: Participation is open on equal terms
to all natural persons and legal entities (as individuals or grouped
together in a tenderers' consortium) from the EU Member States and from
the countries and territories of the regions covered and/or authorised by
the regulation or other specific legal instruments applicable to the aid
programme under which the contract is financed (see 21). All the goods
supplied under this contract must originate in these countries.
9. Grounds for exclusion: Tenderers must submit proof that they are not
in any of the situations listed in section 2.3.3 of the Practical Guide
to contract procedures financed by the general budget of the European
Communities in the context of external actions.
10. Number of tenders: Tenderers (including other companies in the same
group, other members of the same consortium and subcontractors) can only
tender once for 1 or more lots. Tenders for part of a lot will not be
considered. Tenderers may state in their tenders whether they are
prepared to grant a discount should their tender be accepted for more
than 1 lot. Tenderers cannot submit a variant tender in addition to their
tender for the supplies required in the invitation to tender dossier.
11. Tender guarantee: Tenderers must set up a tender guarantee for 2 %
of the contract's budget when they submit their tender. Said guarantee
must remain valid for at least 90 days beyond the validity period for
tenders. This guarantee will be returned to unsuccessful tenderers after
the invitation to tender procedure has been completed, and to the
successful tenderer(s) once the contract has been signed by all parties.
This guarantee will be drawn on should the tenderer fail to comply with
all the obligations stated in the invitation to tender.
12. Performance bond: Upon signing the contract, the successful tenderer
must provide a performance bond for 10 % of the contract value within 30
days of the date on which he receives the contract signed by the
contracting authority. If the successful tenderer does not furnish the
aforementioned bond within the time allowed, the contract will be null
and void and a new contract will be drawn up and sent to the tenderer who
submitted the next best compliant tender.
13. Briefing and/or site visit: A site visit is planned for 17.3.2006
(11.00), regarding supplies for lot 15 only. Any costs incurred in taking
part in the visit must be met by the tenderers themselves.
14. Tender validity period: Tenders must remain valid for 90 days from
the final date for submission of tenders.
15. Maximum delivery period: Supplies must be delivered within 180 days
of contract signature.

18. Procedures for obtaining the invitation to tender dossier: The
invitation to tender dossier can be obtained from the following web

submitted on the standard form found in the invitation to tender dossier,
and the format and instructions therein must be strictly adhered to.
Tenderers who have questions concerning this invitation to tender should
send them in writing by post to: Carrera 30 # 48-51, Edificio CIAF,
tercer piso, Instituto Geográfico Agustín Codazzi or by e-mail to:
proyectoue@igac.gov.co. Questions must be sent no later than 21 days
prior to the final date for submission of tenders, given in 19, and the
contracting authority must reply no later than 11 days before same final
date for submission of tenders.

Condiciones de participación
8. Admisibilidad y norma aplicable al origen: La participación está
abierta en igualdad de condiciones a todas las personas físicas y
jurídicas (individualmente o agrupadas en un consorcio de licitadores) de
los Estados miembros de la Unión Europea y de los países y territorios de
las regiones cubiertas y/o autorizadas por el Reglamento o por otros
instrumentos jurídicos específícos aplicables al programa de ayudas al
amparo del cual se financia el contrato (véase el apartado 21). Todos los
bienes suministrados en virtud de este contrato deben ser originarios de
esos países.
9. Motivos de exclusión: Los licitadores deben presentar las pruebas que
confirmen que no se encuentran en ninguna de las situaciones enumeradas
en el apartado 2.3.3 de la Guía Práctica de adjudicación de los contratos
financiados con cargo al presupuesto general de las Comunidades Europeas
en el marco de la cooperación con los terceros países.
10. Número de ofertas: Los licitadores (incluidas las otras empresas de
un mismo grupo, otros miembros del mismo consorcio y los subcontratistas)
puede presentar sólo una oferta para uno o varios lotes. No se tomarán en
consideración las ofertas para una parte del lote. Los licitadores podrán
declarar en sus ofertas su disponibilidad a conceder un descuento en caso
de que se acepte su oferta para más de un lote. Los licitadores no podrán
realizar una oferta para una solución alternativa además de su oferta
para los suministros requeridos en el expediente de licitación.
11. Garantía de licitación: Al presentar su oferta, los licitadores
deben constituir una garantía de licitación del 2 % del presupuesto
asignado para el contrato. Deber seguir siendo válida al menos 90 días
más allá del período de validez de las ofertas. Esta garantía se
restituirá a los licitadores que no hayan sido seleccionados una vez
finalizado el procedimiento de licitación, y al adjudicatario/a los
adjudicatarios tras la firma del contrato por todas las partes. Esta
garantía se hará efectiva en caso del que el licitador no cumpla todas
las obligaciones declaradas en la licitación.
12. Garantía de buena ejecución: Al firmar el contrato, el adjudicatario
debe aportar una garantía de buena ejecución del 10 % del valor del
contrato dentro de un plazo de 30 días a contar desde la fecha en que
reciba el contrato firmado por el órgano de contratación. Si el
adjudicatario no aporta la mencionada garantía dentro de plazo, el
contrato será nulo y se redactará un nuevo contrato que será enviado al
licitador que haya presentado la siguiente mejor oferta conforme.
13. Reunión informativa y/o visita sobre el terreno: Se prevé una visita
sobre el terreno el día 17.3.2006 (11:00), relacionada exclusivamente con
el lote 15. Todos los costes ocasionados por la asistencia a la reunión
corren a cargo de los licitadores.
14. Validez de las ofertas: El período de validez de las ofertas es de
90 días desde el vencimiento del plazo fijado para su presentación.
15. Plazo máximo de entrega: El plazo de entrega de los bienes es de 180
días a partir de la firma del contrato.

18. Cómo obtener el expediente de licitación: El expediente de

presentarse en el impreso normalizado que figura en el expediente de
licitación, respetando escrupulosamente su formato y sus instrucciones.
Los licitadores que tengan preguntas a propósito de esta licitación deben
enviarlas por escrito a la carrera 30 # 48-51, Edificio CIAF, tercer
piso, Instituto Geográfico Agustín Codazzi o al correo electrónico
proyectoue@igac.gov.co al menos 21 días antes del plazo límite para la
presentación de las ofertas indicado en el punto 19. El órgano de
contratación debe comunicar sus respuestas a las preguntas al menos 11
días antes del vencimiento del plazo de presentación de las ofertas.
19. Plazo de presentación de las ofertas: El plazo de presentación de
ofertas será el 17.4.2006 (16:00) hora colombiana, en la carrera 30 #
48-51, Edificio CIAF, tercer piso, Instituto Geográfico Agustín Codazzi,
Bogotá, Colombia.
No se tendrá en cuenta ninguna oferta recibida después de este plazo.
