AES SONEL REFURBISHMENT OF THE EDEA HYDRO POWER PLANT - CAMEROON
OWNER AND DEVELOPER: AES SONEL, CAMEROON
INVITATION FOR EXPRESSION OF INTEREST
AES SONEL is the integrated electric utility in Cameroon of which AES
Corporation (www.aes.com) holds 56% shares and the remaining shares are
owned by the government of Cameroon. The utility has approximately 930 MW
of generating capacity of which about 90% is hydroelectric.
AES SONEL is applying for a loan from the European Investment Bank -EIB-
towards the cost of the Refurbishment Project. The international
invitation for Tenders relates to the contract for the Engineering,
Procurement, Construct, Start-up, and Commissioning of the refurbishment
Project.
The contract will be a turnkey contract for the below described project.
REFURBISHMENT PROJECT DESCRIPTION
The hydroelectric generating facility at Edéa (60 km from the Douala
International Airport), on the Sanaga River was constructed from 1949 to
1975 in three phases, with an installed capacity of 263 MW. The
refurbishment process will consist of the following:
I- EDEA 1 - Units 1 to 3 - constructed between 1949 and 1955: Dismantling
and the complete replacement of units 1-3 with the possibility of
increasing the unit output. (between 16 MW and 23 MW).
II- EDEA 2 - Units 4 to 9 - constructed between 1954 and 1958: The
replacement of obsolete components, modernization of the shaft seal
system and the possibility of replacing the turbine hub blades.
III- EDEA 3 - Units 10 to 14 - constructed between 1969 and 1975: The
complete renovation of the alternators (stator, rotor, exciters) and the
replacement of the voltage regulators and speed governors.
VI- COMMAND, CONTROL and PROTECTION
Replacement of the present system with synchronized relays / Desk set
control boards for the units / Centralised Control and command system in
the command room / SCADA system in the control room.
V- HEAVY ELECTRO MECHANICAL EQUIPMENT
Rehabilitation of the following heavy electromechanical equipment to
restore as new performance.
- Transformers - Replacement of the 5 Transformers of EDEA III.
- Lifting Cranes - coupling and braking mechanism.
- Other Auxiliary Equipment - fire detection system, etc.
- Intake gates - seals on the servo mechanism.
- Spill way gates - Replacement of seals to prevent leakages.
- Trash Rake.
- Grills.
- Stop logs (coffer dams).
The works are expected to start on 1.7.2006.
PREQUALIFICATION CRITERIA
All qualified firms will be invited to participate in the bid.
Qualifications by documentary evidence will include the following:
1. Experience of successful completion of turn key construction of not
less than five hydro power plants, each of not less than 20 MW within the
past 5 years.
2. Experience of not less than 5 years in hydro power plant equipment
refurbishment.
3. Proven experience in Design, Manufacture, Erection, Commissioning, and
Testing of not less than three hydro turbo alternators.
4. Confirm willingness to offer guarantees for programme, output and
efficiency and agree to accept liquidated damages for failure to meet the
guarantees.
5. Accreditation to ISO 90001 or Equivalent norms, submitted in pdf
format.
6. Audited financial statements for the last three years, submitted in
pdf format. The annual turnover acceptable is not less than 45 millions
euros. (~30 billions CFA).
PARTICIPATION
At the moment, the Request For Proposal (RFP) documents are being
finalized and after receiving expression of interest from the interested
parties and pre-qualification, suitable candidates will be selected and
given access to the RFP documents. To participate to this
pre-qualification process,

will receive an email informing that your registration is complete and
that you have access to the platform.
5. Return to www.poweradvocate.com , log on, and download further
information on this pre-qualification.
You are required to respond electronically via the Power Advocate website
before February 28th, 2006. This will entail ˜uploading' any written
responses to this Invitation or any other company data you wish to
provide. Additionally, there are online datasheets you will be required
to complete. You should not submit any hardcopy expression of interest.
