Contract description: Construction of the RN 12 Gitega-Karusi-Muyinga trunk road (92 km); the Gitega link road at KP0 on the RN 12 (RN 15 trunk road section) (2 km); the Gitega bypass (3 km); the Karuzi access roads (7 km). Principle quantities involved: earthmoving 800 000 m³, lateritic gravel 290 000 m³, crushed gravel 100 000 m³, transport of materials 4 600 000 m³ x km, two-grade dressing 652 000 m², bridge over the Ruvubu 50 ml. 7. Number and titles of lots: 1 lot. Conditions for participation: 8. Eligibility and rule of origin: Participation in the contract is open, on equal terms, to all natural persons and legal entities from the European Union Member States and the ACP countries and territories signatory to the Cotonou agreement, irrespective of whether they are taking part as individuals or in a grouping (consortium) of tenderers (see also 21). All the goods supplied under this contract must originate in these countries. 9. Grounds for exclusion: Tenderers must furnish proof that they are not in any of the situations listed in Section 2.3.3 of the Practical Guide to contract procedures financed by the 9th European Development Fund. 10. Number of tenders: Tenderers (including other companies considered in law to be in the same group, other members of the same consortium and subcontractors) can only submit 1 tender for 1 or more lots. Tenders for part of a lot will not be considered. Tenderers may state in their tender whether they would grant a discount should they be awarded several lots. Tenderers may submit a variant tender in addition to their tender for the works required in the invitation to tender dossier. 11. Tender guarantee: Tenderers must provide a tender guarantee for EUR 200 000 when they submit their tender. This will be returned to unsuccessful tenderers once the invitation to tender procedure has been completed and to successful tenderer(s) once the contract has been signed by all parties. This guarantee will be drawn on if the tenderer does not honour all the obligations stipulated in the invitation to tender. 12. Performance bond: The successful tenderer will be required to provide a performance bond for 10 % of the contract value when the contract is signed. The bond must be furnished within 30 days of the date on which the tenderer receives the contract signed by the contracting authority. If the successful tenderer does not furnish the bond within the time allowed, the contract will be rendered void and a new contract may then be drawn up and sent to the tenderer with the second best compliant tender. 13. Briefing and/or site visit: The supervisor will arrange a mandatory site visit and/or briefing. Tenderers will be notified of the date arranged for the site visit and/or briefing when they receive the invitation to tender dossier. 14. Tender validity: Tenders are to be valid for 90 days from the final date for submission of tenders. This period may be extended, before the end of the 90-day validity period, by a further 40 days. 15. Time limit for completion: 36 months, rainy season included. Selection and award criteria: 16. Selection criteria: Tenderers must be a registered company or natural person capable of carrying out the work required. In joint ventures, at least 1 member must fulfil the minimum criteria for selection. Average annual turnover must have been equivalent to EUR 15 000 000 for the past 3 years. Tenderers must carry out at least 70 % of the works under the contract themselves, which means that they must have the equipment, materials, human and financial resources necessary to carry out this percentage of the contract. During the past 5 years, tenderers must have completed at least 3 projects that equate to this contract in terms of their nature/value/complexity. The contracting authority reserves the right to request copies of final handover certificates signed by the project managers/contracting authorities for the projects concerned. All key members of their staff must have at least 5 years' appropriate experience and certificates confirming qualifications relevant to the work involved in the project. 17. Award criteria: Price.
