Contracting authority: The awarding authority is the EDF National Authorising Officer (NAO) in the Côte d'Ivoire, Abidjan. Contract specifications: 6. Object of the contract: Technical assistance for the 'Cellule de Coordination de la Coopération Côte d'Ivoire/Union Européenne - CCC CI/UE' (Côte d'Ivoire/European Union Cooperation Coordination Unit). 7. Contract description: The contract involves providing 2 international technical assistants for the CCC CI/UE and other national and international technical assistance staff as and when required. The technical assistant for 'planning and monitoring' will be responsible for assisting the National Authorising Officer in planning, identifying and monitoring EU cooperation. He will also assist the manager in managing programme estimates. The assignment is for 2 years. The technical assistant for 'contracts and financing' will provide assistance to ensure that financing procedures are correctly followed and EDF expenditure relating to specific agreements - including programme estimates - is correctly handled and that both are in synergy with the contracts/financing department of the Delegation of the European Commission. The assignment is for 3 years. Additional national and international technical assistance staff will also be called upon as and when required over a 36-month period, to provide support in certain fields, particularly health, education, infrastructure, good governance and auditing. 8. Number and titles of lots: 1 lot. 9. Maximum budget available: EUR 1 392 000. Conditions for participation: 11. Eligibility: Participation in the contract is open, on equal terms, to: - natural persons, companies, firms and public or semi-public agencies from the ACP countries or from the Member States, - cooperative companies and other entities governed by public or private law from the Member States and/or the ACP countries, - joint ventures, or groupings of companies or firms from the ACP countries and/or the Member States. The nationality rule also applies to experts put forward by service provider companies. 12. Application: Any eligible natural person or legal entity (as defined in 11) or grouping of said parties (consortium) may apply. A consortium can be a permanent grouping with legal status or an informal grouping created with a specific invitation to tender in mind. All members of the consortium (i.e. lead company and all other partners) will be jointly and severally liable vis-à-vis the contracting authority. Should an ineligible natural person or legal entity (as defined in 11) take part, this will result in the application concerned being automatically disqualified (in particular, the application from the whole consortium where said party belongs to a consortium). 13. Number of applications: Natural persons or legal entities can only submit 1 application (this applies equally to all the legal entities considered in law to be part of the same group), irrespective of the form their participation may take (sole legal entity, or lead company or partner in a consortium submitting an application). Should a natural person or legal entity submit more than 1 application (this applies equally to all the legal entities considered in law to be part of the same group), then all the applications involving said party (and all the legal entities considered in law to be part of the same group) will be disqualified. 14. Prohibition on associations among shortlisted candidates: Tenders which include companies not mentioned on the application forms used to compile the shortlist will be disqualified from this restricted procedure. Candidates invited to tender cannot form associations or subcontractual relationships amongst themselves for the contract in question. 15. Grounds for exclusion: In their application form candidates must solemnly affirm that they are not in any of the situations referred to in Section 2.3.3 of the Practical Guide to contract procedures financed by the 9th EDF. 16. Subcontracting: Subcontracting is not permitted. 17. Number of candidates invited to tender: There must be at least 4, but no more than 8, candidates on the shortlist. Provisional schedule for activities: 18. Scheduled date for dispatch of invitations to tender: End of March 2006. 19. Scheduled date for commencing activities: Mid-July 2006. 20. Initial contract length, and possible extension: 36 months. Selection and award criteria: 21. Selection criteria: 1) Candidate's economic and financial standing: evidence of financial and economic standing shall be provided by the following documents (if a consortium is involved, by all the members belonging to the consortium): (a) balance sheets or summaries thereof for the past 3 financial years for which accounts have been closed; (b) statement as to overall turnover, and turnover for the services referred to in the contract, realised over the past 3 financial years; (c) candidate's annual turnover (or consolidated turnover in the case of a consortium) must be more than twice the maximum annualised budget for the contract. 2) Candidate's technical and professional capacity: evidence of technical and professional capacity shall be provided by the following documents: (a) statement as to candidate's average annual manpower and the experts who have worked in the field of institutional support, particularly support for the departments of the EDF National Authorising Officer in ACP countries; (b) statement as to the academic qualifications and professional experience of the managerial staff and of the person put forward by the candidate to be responsible for the project; (c) statement covering relevant specialist fields and references for the main projects completed in the field to which this contract relates over the past 3 years, along with details of their values, number of staff provided, dates of completion and the public or private recipients involved. If more than 8 applications prove to be eligible, i.e. meet all the selection criteria, then the strengths and weaknesses of these candidates' applications will need to be re-examined to determine which 8 applications for the invitation to tender are the most suitable. Work carried out by candidates in the field of institutional support, particularly support for the departments of the EDF National Authorising Officer in ACP countries will be the only factor considered in this re-examination. 22. Award criteria: The criteria are specified in the invitation to tender dossier appended to the letter of invitation to tender which will be sent to shortlisted candidates. Application submission procedures: 23. Final date for submission of applications: 20.2.2006 (16.00), local time in the Côte d'Ivoire. Applications received after this deadline will be rejected. 24. Procédure: Appel d'offre international restreint avec publication d'un avis de marché. 3. Programme: 9ème FED. 4. Financement: Convention de financement «Appui à l'Ordonnateur national». 5. Autorité contractante: Le maître d'ouvrage est l'Ordonnateur national (ON) du FED en Côte d'Ivoire, Abidjan. Spécifications du marché 6. Objet du marché: Assistance technique auprès de la cellule de coordination de la coopération Côte d'Ivoire/Union européenne (CCC CI/UE). 7. Description du marché: Le marché consiste en la mise en place de 2 assistants techniques internationaux auprès de la CCC CI/UE et d'assistance technique nationale et internationale ponctuelle. L'assistant technique «programmation et monitoring» sera chargé d'appuyer l'Ordonnateur national dans la programmation, l'identification et le suivi de la coopération communautaire. Il sera également chargé d'assister le régisseur dans la gestion des devis programmes. La durée de sa mission est de 2 ans. L'assistant technique «contrats-finances» sera chargé d'assister à la bonne exécution des procédures financières et des dépenses du FED relatives aux engagements spécifiques - dont les devis programmes - en synergie avec le service contrat/finances de la Délégation de la Commission européenne. La durée de sa mission est de 3 ans. De l'assistance technique ponctuelle nationale et internationale sera également mobilisée en appui thématique sur une période de 36 mois, notamment dans les domaines de la santé, de l'éducation, de l'infrastructure, de la bonne gouvernance et de l'audit. 8. Nombre et intitulé des lots: Un seul lot. 9. Budget maximal disponible: 1 392 000 EUR. Conditions de participation 11. Éligibilité: La participation au marché est ouverte à égalité de conditions: - aux personnes physiques, sociétés ou entreprises, organismes publics ou à participation publique des États ACP et des États membres; - aux sociétés coopératives et autres personnes de droit public ou de droit privé des États membres et/ou des États ACP, et; - à toute entreprise commune ou groupement d'entreprises ou de sociétés des États ACP et/ou des États membres. Cette règle de la nationalité s'applique également aux experts proposés par les sociétés prestataires de services. 12. Candidature: Toute personne physique ou morale éligible (au sens du point 11 ci-dessus) ou groupement de ces personnes (consortium) peut soumettre sa candidature. Un consortium peut être un groupement permanent doté d'un statut juridique ou un groupement informel créé aux fins d'un appel d'offres spécifique. Tous les membres d'un consortium (c'est-à-dire, le chef de file et tous les autres partenaires) sont conjointement et solidairement responsables devant l'autorité contractante. La participation d'une personne physique ou morale inéligible (au sens du point 11) entraînera l'élimination automatique de la candidature concernée (notamment, de la candidature de l'ensemble du consortium, dans le cas où cette personne ferait partie d'un consortium). 13. Nombre de candidatures: Une personne physique ou morale ne peut soumettre plus d'une candidature (cela vaut également pour toutes les personnes morales faisant partie du même groupe du point de vue du droit), quelle que soit la forme de sa participation (comme entité juridique individuelle ou comme chef de file ou partenaire d'un consortium présentant une candidature). Dans le cas où une personne physique ou morale soumettrait plus d'une candidature (cela vaut également pour toutes les personnes morales faisant partie d'un même groupe du point de vue du droit), toutes les candidatures auxquelles cette personne participe (et toutes les personnes morales faisant partie du même groupe du point de vue du droit) seront éliminées. 14. Interdiction des alliances entre des candidats retenus sur la liste restreinte: Toute offre reçue de la part de soumissionnaires comprenant des sociétés autres que celles mentionnées sur les formulaires de candidature ayant servi à l'établissement de la liste restreinte sera éliminée de la présente procédure restreinte. Les candidats invités à soumissionner ne peuvent ni s'associer entre eux ni établir des relations subcontractuelles concernant le marché en question. 15. Situations d'exclusion: Dans le formulaire de candidature, les candidats doivent attester sur l'honneur qu'ils ne se trouvent dans aucune des situations visées au point 2.3.3 du Guide pratique pour les procédures contractuelles financées par le 9ème FED. 16. Possibilités de sous-traitance: La sous-traitance n'est pas autorisée. 17. Nombre de candidats invités à soumissionner: Le nombre de candidats devant composer une liste restreinte est de 4 au minimum et de 8 au maximum. Calendrier prévisionnel des opérations 18. Critères de sélection et d'attribution 21. Critères de sélection: 1) Capacité économique et financière du/des candidat(s): la justification de la capacité économique et financière doit être apportée par les documents suivants (en cas d'un consortium, par tous les membres faisant partie du consortium): (a) la présentation des bilans ou d'extraits de bilans des 3 derniers exercices clos; (b) une déclaration concernant le chiffre d'affaires global et le chiffre d'affaires concernant les services auxquels se réfère le marché réalisés au cours d'une période portant sur les 3 derniers exercices; (c) le chiffre d'affaires annuel du candidat (ou le chiffre d'affaires cumulé en cas de consortium) doit dépasser 2 fois le budget maximal annuellement alloué au marché. 2) Capacité technique et professionnelle du/des candidat(s): la justification de la capacité technique et professionnelle doit être apportée par les documents suivants: (a) une déclaration indiquant les effectifs moyens annuels du candidat et une déclaration indiquant l'expertise ayant travaillé dans le cadre de prestations dans le domaine de l'appui institutionnel et en particulier dans celui de l'appui aux services de l'Ordonnateur national du FED dans les pays ACP. (b) une déclaration concernant les titres d'études et l'expérience professionnelle du personnel d'encadrement et du responsable du projet proposé par le candidat; (c) une déclaration reprenant les domaines de spécialisation pertinents en rapport avec le présent marché et reprenant les références des principaux projets pertinents fournis dans le domaine en rapport avec le présent marché pendant les 3 dernières années en indiquant leur montant, la quantité de personnel fournie, la date d'exécution et leur destinataire, public ou privé. Si le nombre de candidatures éligibles satisfaisant à l'ensemble des critères de sélection est supérieur à 8, les atouts et faiblesses des applications de ces candidats doivent être réexaminés pour identifier les 8 meilleures candidatures pour l'appel d'offres. Les seuls éléments qui seront pris en considération dans ce réexamen sont les prestations du candidat dans le domaine de l'appui institutionnel et en particulier dans celui de l'appui aux services de l'Ordonnatuer national du FED dans les pays ACP. 22.
