6. Nature of the contract: Studies contract.
7. Contract description: The main aim of the services is to assist in
drawing up and revising digital 1:10 000-scale land-use maps of Costa
Rica's greater metropolitan area (Gran Área Metropolitana or GAM, as
defined by Executive Decree No 25902-MIVAH-MP-MINAE, published on
7.4.1997), and of the adjacent territory to the north-west of the GAM.
This adjacent territory includes: the cantons of Palmares and Naranjo in
their entirety and the districts of Rodríguez, Sarchí Norte, San Pedro
and Sarchí Sur in the canton of Valverde Vega; all the districts of the
canton of Grecia apart from the district of Río Cuarto; the districts of
San Isidro, San José and Santa Eulalia, and all the other districts in
the canton of Atenas, all the districts in the canton of Poás and all the
districts in the canton of Alajuela. The factors to be taken into account
in this mapping include: protected areas, urban areas, areas marked for
immediate urban development and potentially vulnerable areas (areas
marked for future urban development).
8. Number and titles of the lots: 1 lot only.
9. Maximum budget: EUR 850 000.
10. Any additional services: The contracting authority is under no
obligation in this regard but additional services, with a value of no
more than 30 % of the initial budget, may be sought. The need for these
services will be determined by service requirements and the contracting
authority's priorities.
Conditions for participation:
11. Eligibility criteria: Participation is open, on equal terms, to all
natural persons and legal entities from the EU Member States and from
Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua and Panama.
12. Application: Natural persons or legal entities who are eligible
(see 11) or groupings of said parties (consortia) may take part in the
invitation to tender.
A consortium can be a permanent grouping with a legal status or an
informal grouping created for a particular invitation to tender. All the
members of a consortium (i.e. lead company and all other partners) are to
be jointly and severally liable vis-à-vis the contracting authority.
Should a natural person or legal entity take part who does not meet the
eligibility criteria (see 11), this will result in the party concerned
being automatically disqualified. Furthermore, should said party belong
to a consortium then the whole consortium will be disqualified.
13. Number of applications: Natural persons and legal entities (this
includes legal entities belonging to the same legal grouping) can only
submit 1 application, irrespective of the form their participation may
take (as sole legal entity, or as lead company or partner in a candidate
consortium). Should a natural person or legal entity (this includes legal
entities belonging to the same legal grouping) submit more than 1
application, all the applications in which said party (this includes
legal entities belonging to the same legal grouping) has participated
will be disqualified.
14. Prohibition on associations amongst shortlisted candidates: Tenders
which include companies not mentioned on the application forms used to
compile the shortlist will be disqualified from this restricted
procedure. Shortlisted candidates cannot form associations or
subcontractual relationships amongst themselves for the contract.
15. Grounds for exclusion: Candidates must enclose with their
application form a statement to the effect that they are not in any of
the situations listed in Section 2.3.3 of the Practical Guide to EC
external aid contract procedures (available from web address
http://europa.eu.int/comm/europeaid/index_es.htm).
16. Subcontracting: Subcontracting is permitted but only up to a limit
of 30 % of the contract's total value.
17. Number of shortlisted candidates: Between 4 and 8 candidates will
be invited to submit detailed tenders for this contract, depending on the
applications received.
Provisional timetable:
18. Provisional date for the invitation to tender: February 2006.
19. Provisional date for commencing the contract: June 2006.
20. Initial contract length, and possible extension: 17 months.
Selection and award criteria:
21. Selection criteria: The following selection criteria will be
applied to candidates. Where applications are submitted by a consortium,
then the criteria will apply to the consortium as a whole.
1. Candidates' economic and financial situation:
turnover for the past 3 years must have been at least twice the maximum
annualised budget for the contract, i.e. at least EUR 1 200 000 per year.
Financial statements for the past financial year must show a positive
balance and include the principal financial figures, e.g. profitability,
production volume, debt, liquidity.
2. Candidates' professional capacity (based on sections 4 and 5 of the
application form):
candidates' technical staff must include at least 5 permanent employees,
at least 3 of whom are experts working for candidates at present in
fields or areas requiring the specialist knowledge and experience sought;
or 20 % of the staff employed on a permanent basis by candidates (by
individual candidates or by the consortium as a whole where applications
were submitted by a consortium) must work in fields directly relevant to
the contract.
3. Candidates' technical capability:
candidates must demonstrate that they have satisfactorily run at least 1
project during the past 3 years where the minimum budget was equal to the
maximum budget planned for this contract, or that they have run 2 or 3
projects whose joint budget for the same period (the past 3 years) came
to an equivalent figure.
4. Final factors in selection:
if more than 8 applications prove to be eligible, i.e. meet all the
selection criteria, then the merits of the applications from these
candidates will be re-examined so as to determine which 8 applications
for the invitation to tender are the most suitable. Only the following
factors will be taken into account in this re-examination:
- the consultancy firms' capacities and experience in the sector covered
by the contract will be compared with the ideal candidate profile,
looking particularly at similar work they have done in the Central
American subregion,
- candidates' experience of similar projects in Costa Rica.
22. Award criteria: The criteria are specified in the invitation to
tender dossier appended to the letter of invitation to tender which will
be sent to shortlisted candidates.

23. Deadline for the receipt of applications: 6.2.2006 (16.00), local
time in Costa Rica.
Applications received after this deadline will not be considered.
24. Information to be supplied and application form: Applications must
be submitted on the standard application form (available from the

The instructions given in this form and its format must be strictly
adhered to.
Any application which does not comply with these requirements will be
automatically disqualified from the invitation to tender. Additional
documentation (brochure, letter, etc.) enclosed with the application will
not be considered.

contracting authority, in return for a signed and dated acknowledgement

The envelope containing the application must be clearly marked with the
contract title and the publication reference (see point 1). These must
also be quoted in all correspondence with the contracting authority.
Tenders submitted in any other way will not be considered.
