Upstream Line Pipe Supply
INVITATION for PRE-QUALIFICATION
Esso Highlands Limited (EHL), as Operator for the Papua New Guinea (PNG)
Gas Project, is planning to develop natural gas reserves located in the
southern highlands of that country. The project will consist of 4
independent capital developments;
(1) field development and construction;
(2) hydrocarbon processing facilities;
(3) a pipeline from PNG to Australian maritime border, and;
(4) a pipeline from PNG/Australian maritime border to Australian markets.
This Invitation for Pre-Qualification concerns a subset of item (3), the
upstream portion of the PNG pipeline.
The upstream portion of the PNG pipeline will require approximately 42
400 metric tons of coated line pipe varying in size from 2" to 22"
outside diameter. The line pipe will predominately be API grade X7 with
some X42 and a small amount of X60 suitable for high stain service. These
requirements are not yet finalised and are subject to some change as
engineering work progresses.
To satisfy line pipe requirements, EHL intends to pre-qualify potential
suppliers of DSAW (longitudinal and helically welded) and HFW line pipe
materials. Companies that pass the pre-qualification assessment may be
invited to participate in sealed tenders for ExxonMobil's business when
assessment is complete and the exact quantities and technical
specifications for line pipe requirements are finalised.
Minimum requirements for pre-qualification consideration include:
1. Demonstration of mature safety culture throughout all aspects of the
business, including mature and fully integrated HSE systems.
2. Demonstrated financial stability.
3. Demonstrated workforce stability.
4. A mature quality assurance system, including full pipe Traceability.
5. Demonstrated experience supplying X70 line pipe.
6. Capability to produce the quantity of line pipe required in the
allotted 12-month schedule.
7. Available capacity during the 3Q06-3Q07 timeframe.
8. Use of approved skelp suppliers.
9. Being capable of manufacturing line pipe to ExxonMobil's quality and
technical standards.
10. Previous record of significant line pipe supply to projects of
similar complexity.
