Contracting authority: National Council for Childhood and Motherhood - Children at Risk Programme. Contract specifications 6. Description of the contract: The subject of the contract is the supply, delivery and installation of IT equipment, software, printers, office equipment, office furniture, vehicles, and air conditioning for the National Council for Childhood and Motherhood and Ministry of Social Affairs. 7. Number and titles of lots: Lot 1: IT equipment; lot 2: printers; lot 3: GIS software; lot 4: office equipment; lot 5: office furniture; lot 6: vehicles (1 5-seat and 1 van); lot 7: air conditioning. Terms of participation 8. Eligibility and rules of origin: Participation is open on equal terms to all natural and legal persons (participating either individually or in a grouping (consortium) of tenderers) of the Member States and the countries and territories of the regions covered and/or authorised by the Regulation or other specific instruments applicable to the programme under which the contract is financed (see also point 21 below). All goods supplied under this contract must originate in these countries. 9. Grounds for exclusion: Tenderers must submit a statement to the effect that they are not in any of the situations listed in point 2.3.3 of the Practical Guide to contract procedures financed by the general budget of the European Communities in the context of external actions. 10. Number of tenders: Tenderers (including firms within the same legal group, other members of the same consortium, and subcontractors) may submit only one tender for one or more lots. Tenders for parts of a lot will not be considered. Any tenderer may state in its tender that it would offer a discount in the event that its tender is accepted for more than one lot. Tenderers may not submit a tender for a variant solution in addition to their tender for the supplies required in the tender dossier. 11. Tender guarantee: Tenderers must provide a tender guarantee when submitting their tender as follows: EUR 1 000 for lot No 1 IT equipment; EUR 350 for lot No 2 printer; EUR 1 700 for lot No 3 software; EUR 2 000 for lot No 4 office equipment; EUR 1 000 for lot No 5 office furniture; EUR 1 000 for lot No 6 vehicles; EUR 250 for lot No 7 air conditioning. This guarantee will be released to unsuccessful tenderers once the tender procedure has been completed and to the successful tenderer(s) upon signature of the contract by all parties. This guarantee will be called upon if the tenderer does not fulfil all obligations stated in its tender. 12. Performance guarantee: The successful tenderer will be asked to provide a performance guarantee of 5 % of the amount of the contract at the signing of the contract. This guarantee must be provided no later than 30 days after the tenderer receives the contract signed by the contracting authority. If the selected tenderer fails to provide such a guarantee within this period, the contract will be void and a new contract may be drawn up and sent to the tenderer which has submitted the next best compliant tender. 13. Information meeting and/or site visit: No information meeting and/or site visit is planned. 14. Tender validity: Tenders must remain valid for a period of 90 days after the deadline for submission of tenders. 15. Period of execution: Contract signature: time frame: within 30 days after notification of award of contract. Shipment and delivery to port for international supplies and necessary documentation/customs clearance: time frame: within 75 days from commencement date; responsibility: supplier. Delivery period from commencement date: time frame: within 90 days for international supplies, within 60 days for national supplies; responsibility: supplier. Installation of all lots: time frame: within 15 days from delivery; responsibility: supplier. Inspection and testing and provisional acceptance: time frame: within 30 days after the supplies are delivered, installed, system integrated and operational; responsibility: Programme Secretariat and the supplier representatives. Warranty period: time frame: 12 months after provisional acceptance; responsibility: supplier. Final acceptance: time frame: 12 months after provisional acceptance; responsibility: Programme Secretariat. Selection and award criteria 16. Selection criteria: Tenderers have to prove that they fulfil the following criteria: Economic and financial standing of candidate: - average annual turnover of the tenderer, or each consortium member in case a consortium is formed, over the last 3 years has to be positive, - the average of the annual operating profit of the tenderer, or each consortium member in case a consortium is formed, over the last 3 years has to be positive. Technical capacity: - a minimum level of 3 years of experience in manufacturing/authorised agent/authorised distributor in similar type of goods, - at least 2 projects where the tenderer has provided similar items during the last 5 years. For lot No 3 only, the following conditions are required: - the company has to have experience in producing such a kind of data not less than production maps with the same specification for 10 cities, - the company must supply a documentary for the methodology used in the map production and the quality control procedures used to ensure the quality of the supplied maps, - the company has to have at least 5 years of experience in the field of GIS application, - being a multinational company is an asset. The candidate must provide evidence that he has an authorised agent for warranty maintenance facilities in Egypt. 17. Award criteria: Lowest price among technically compliant offers. Tendering 18.
