6. Nature of contract: Global price.
7. Contract description: Through this contract, technical assistance
will be made available to support the government of the People's Republic
of China with the implementation of the EU-China managers exchange and
training programme. To that end, a Financing Agreement was signed between
the European Union and China at the EU-China Summit meeting in The Hague
on 8.12.2004.
The project aims to support China's reform process and to promote mutual
understanding between China and the EU through the development of human
resources.
The project consists of 4 components:
1. management training and internships for Chinese managers of different
backgrounds in the EU;
2. capacity building for the Chinese implementing agency and the Chinese
university/consortium selected for component 3;
3. Chinese (business) language training and internships for European
managers in China;
4. intercultural capacity and skills development among participating
institutions and individuals.
This contract concerns the implementation of the third component only.
The implementing agency on the Chinese side will be CCPIT (China Council
for the Promotion of International Trade), supported by an ETAT (European
Technical Assistance Team), to which the contractor of this contract will
report.
This contract covers Chinese (business) language training for approx 200
European managers at a first class Chinese university (or a consortium of
Chinese and EU universities teaching Chinese to foreigners and with a
particular aim to improve the teaching of business Chinese) over the
total duration of the project, and subsequent services such as
development of teaching materials, organization of study visits, teacher
exchanges and of a business Chinese teaching network, administrative
support to European participants, execution of financial transactions for
living allowances etc. as appropriate.
The business Chinese teaching will include the use of up-to-date teaching
methods and techniques including the use of a language laboratory. The
laboratory will be made available by the selected university to the
participants for free access for at least 8 hours per week.
The provision of technical assistance to the implementing agency
throughout all project components for the overall project coordination,
and the technical assistance providing the management training for
Chinese managers under component 1 will be subject to 2 separate tenders.

9. Maximum budget: EUR 4 350 000 (including a provision of EUR 2 000 000
for the living allowances of participants).
10. Scope for additional services: Additional services and extensions
may be requested by negotiated procedure, but their duration and value
shall not exceed those of the initial contract.
Conditions of participation
11. Eligibility: Participation is open on equal terms to all natural and
legal persons of the EU Member States and the People's Republic of China
(reminder: this excludes the Special Administrative Regions).
12. Candidature: All eligible natural and legal persons (as per point 11
above) or groupings of such persons (consortia) may apply.
A consortium may be a permanent, legally-established grouping or a
grouping which has been constituted informally for a specific tender
procedure. All members of a consortium (i.e. the leader and all other
partners) are jointly and severally liable to the contracting authority.
The participation of an ineligible natural or legal person (as per point
11) will result in the automatic exclusion of that person. In particular,
if that ineligible person belongs to a consortium the whole consortium
will be excluded.
13. Number of applications: No more than one application can be
submitted by a natural or legal person (including legal persons within
the same legal group), whatever the form of participation (as an
individual legal entity or as leader or partner of a consortium
submitting an application). In the event that a natural or legal person
(including legal persons within the same legal group) submits more than
one application, all applications in which that person (and legal persons
within the same legal group) has participated will be excluded.
14. Shortlist alliances prohibited: Any tenders received from tenderers
comprising firms other than those mentioned in the shortlisted
application forms will be excluded from this restricted tender procedure.
Shortlisted candidates may not form alliances or subcontract to each
other for the contract in question.
15. Grounds for exclusion: As part of the application form, candidates
must submit a statement to the effect that they are not in any of the
exclusion situations listed in Section 2.3.3 of the Practical Guide to
contract procedures financed from the general budget of the European
Communities in the context of external actions (available from following
Internet address: http://europa.eu.int/comm/europeaid/index_en.htm).
16. Subcontracting: Subcontracting will be allowed up to a maximum
percentage of 15 % of the contract value.
17. Number of candidates to be shortlisted: On the basis of the
applications received, at least 4 and at most 8 candidates will be
invited to submit detailed tenders for this contract.
Provisional timetable
18. Provisional date of invitation to tender: January 2006.
19. Provisional commencement date of the contract: June 2006.
20. Initial period of execution and possible extension of the contract:
The period of execution of the contract is maximum 50 months from the
commencement date, but shall not end later than 30.6.2010.
Selection and award criteria
21. Selection criteria: The following selection criteria will be applied
to candidates. In the case of applications submitted by a consortium, the
criteria 'Economic and financial standing' will be applied to the
consortium as a whole, whereas the 'Professional capacity' and 'Technical
capacity' will be applied to the leader of the consortium only.
The selection criteria 1, 2, 3(c) must be met in each of the past 3 years
(2002, 2003, 2004).
1) Economic and financial standing of candidate (based on item 3 of the
application form):
(a) total annual revenue of the candidate must exceed 2 times the maximum
budget of the contract.
2) Professional capacity of candidate (based on items 4 and 5 of the
application form)
(a) if the total permanent staff of the candidate is equal to 200 people
or less, at least 25 % of the total permanent staff working for the
candidate currently work in fields related to this contract;
or
(b) if the total permanent staff of the candidate is more than 200
people, at least 50 people of the total permanent staff working for the
candidate currently work in field related to this contract.
3) Technical capacity of candidate (based on items 5 and 6 of the
application form)
(a) the candidate shall have a minimum experience of 10 years, in China,
in teaching daily and business Chinese to non-Chinese nationals;
experience with European students will be an asset.
(b) the candidate shall have worked on at least 1 comparable and major
project, in China, in the area of teaching business Chinese to
non-Chinese nationals, preferably from Western countries;
(c) the candidate shall have a minimum of 600 students of non-Chinese
nationality, ideally studying Chinese.
If more than 8 eligible candidates meet the above selection criteria, the
relative strengths and weaknesses of the applications of these candidates
must be re-examined to identify the 8 best applications for the tender
procedure. The only factor which will be taken into consideration during
this re-examination is:
the number of comparable and major project(s), in China, in the area of
teaching business Chinese to non-Chinese nationals, preferably from
Western countries, candidates have worked on.
22. Award criteria: As specified in the tender dossier annexed to the
letter of invitation to tender which will be sent to shortlisted
candidates.
Application
23. Deadline for receipt of applications: 16.1.2006 (16:00), Beijing
time.
Any application received after this deadline will not be considered.
24. Application format and details to be provided: Applications must be
submitted using the standard application form (available from the

index_en.htm), whose format and instructions must be strictly observed.
Any application which does not observe these provisions will be
automatically eliminated. Any additional documentation (brochure, letter,
etc.) sent with an application will not be taken into consideration.
25. How applications may be submitted: Applications must be submitted in
English exclusively to the contracting authority:
- either by recorded delivery (official postal service) to:
European Union, Delegation of the European Commission to China and
Mongolia, Financial and Contract Management Section, Dong Zhi Men Wai
Street 15, Sanlitun, Chaoyang District, 100600 Beijing, People's Republic
of China,
- or hand-delivered (including courier services) directly to the
contracting authority in return for a signed and dated receipt to:
European Union, Delegation of the European Commission to China and
Mongolia, Financial and Contract Management Section, Dong Zhi Men Wai
Street 15, Sanlitun, Chaoyang District, 100600 Beijing, People's Republic
of China.
The contract title and the publication reference (see point 1 above) must
be clearly marked on the envelope containing the application and must
always be mentioned in all subsequent correspondence with the contracting
authority.
Applications submitted by any other means will not be considered.
