Service procurement notice 1. Publication reference: EuropeAid/121710/C/SV/CN 2. Procedure: Restricted. 3. Programme: ALA. 4. Financing: BGUE-B2005-19.100200-C8-AIDCO. 5. Contracting authority: European Community, represented by the Commission of the European Communities, for and on behalf of the government of the People's Republic of China. Contract specification 6. Nature of contract: Global price. 7. Contract description: Through this contract, technical assistance will be made available to support the government of the People's Republic of China with the implementation of the EU-China managers exchange and training programme. To that end, a Financing Agreement was signed between the European Union and China at the EU-China Summit meeting in The Hague on 8.12.2004. The project aims to support China's reform process and to promote mutual understanding between China and the EU through the development of human resources. The project consists of 4 components: 1. management training and internships for Chinese managers of different backgrounds in the EU; 2. capacity building for the Chinese implementing agency and the Chinese university/consortium selected for component 3; 3. Chinese (business) language training and internships for European managers in China; 4. intercultural capacity and skills development among participating institutions and individuals. This contract concerns the implementation of the first component only. The implementing agency on the Chinese side will be CCPIT (China Council for the Promotion of International Trade), supported by an ETAT (European Technical Assistance Team), to which the contractor of this contract will report. This contract covers management training of particularly talented Chinese managers of different backgrounds (such as business, public sector, media or NGOs) at a first-class European business school (or a consortium of European business schools and training institutions), and subsequent services such as participating in the selection of participants, organisation of study visits, administrative support to Chinese participants, and execution of financial transactions for living allowances etc. The training should have a strong EU-China cooperation background, i.e. some teachers should have China experience, topics and case studies should take account of EU-China exchanges and business projects. Training should be participatory and practical. Participants shall have an adequate level of English to enable them to follow the training as well as to gain a meaningful experience through the internships. The selection meetings will be held in Beijing, China. The provision of technical assistance to the implementing agency throughout all project components for the overall project coordination, and the technical assistance providing the Chinese language training for European managers under component 3 will be subject to 2 separate tenders. 8. Numbers and titles of lots: n/a. 9. Maximum budget: EUR 4 335 000 (including a provision of EUR 2 387 000 for the living allowances of participants). 10. Scope for additional services: Additional services and extensions may be requested by negotiated procedure, but their duration and value shall not exceed those of the initial contract. Conditions of participation 11. Eligibility: Participation is open on equal terms to all natural and legal persons of the EU Member States and the People's Republic of China (reminder: this excludes the Special Administrative Regions). 12. Candidature: All eligible natural and legal persons (as per point 11 above) or groupings of such persons (consortia) may apply. A consortium may be a permanent, legally established grouping or a grouping which has been constituted informally for a specific tender procedure. All members of a consortium (i.e. the leader and all other partners) are jointly and severally liable to the contracting authority. The participation of an ineligible natural or legal person (as per point 11) will result in the automatic exclusion of that person. In particular, if that ineligible person belongs to a consortium, the whole consortium will be excluded. 13. Number of applications: No more than 1 application can be submitted by a natural or legal person (including legal persons within the same legal group), whatever the form of participation (as an individual legal entity or as leader or partner of a consortium submitting an application). In the event that a natural or legal person (including legal persons within the same legal group) submits more than 1 application, all applications in which that person (and legal persons within the same legal group) has participated will be excluded. 14. Shortlist alliances prohibited: Any tenders received from tenderers comprising firms other than those mentioned in the shortlisted application forms will be excluded from this restricted tender procedure. Shortlisted candidates may not form alliances or subcontract to each other for the contract in question. 15. Grounds for exclusion: As part of the application form, candidates must submit a statement to the effect that they are not in any of the exclusion situations listed in Section 2.3.3 of the Practical Guide to contract procedures financed from the general budget of the European Communities in the context of external actions (available from the following Internet address: http://europa.eu.int/comm/europeaid/ index_en.htm). 16. Subcontracting: Subcontracting will be allowed up to a maximum percentage of 15 % of the contract value. 17. Number of candidates to be shortlisted: On the basis of the applications received, at least 4 and at most 8 candidates will be invited to submit detailed tenders for this contract. Provisional timetable 18. Provisional date of invitation to tender: January 2006. 19. Provisional commencement date of the contract: June 2006. 20. Initial period of execution and possible extension of the contract: The period of execution of the contract is maximum 50 months from the commencement date, but shall not end later than 30.6.2010. Selection and award criteria 21. Selection criteria: The following selection criteria will be applied to candidates. In the case of applications submitted by a consortium, the criteria 'Economic and financial standing' will be applied to the consortium as a whole, whereas the 'Professional capacity' and 'Technical capacity' will be applied to the leader of the consortium only. The selection criteria 1, 2, 3(d) and 3(e) must be met in each of the past 3 years (2002, 2003, 2004). 1) Economic and financial standing of candidate (based on item 3 of the application form): (a) total annual revenue of the candidate exceeds the maximum budget of the contract. 2) Professional capacity of candidate (based on items 4 and 5 of the application form): (a) the candidate shall have at least 50 full-time core faculty members; (b) 20 % of the permanent staff of the candidate should be working on management training; (c) 20 % of the faculty of the candidate should be working on management training. 3) Technical capacity of candidate (based on items 5 and 6 of the application form): (a) the candidate shall have at least 15 years of experience im management training. Experience with Chinese and/or other Asian students will be an asset; (b) the candidate shall have worked on at least 1 comparable and major training project in connection with an Asian country, preferably with China; (c) the candidate shall be EQUIS (European Quality Improvement System) or equivalently accredited; (d) the candidate shall feature an international student body of at least 20 % (international students being defined as those with a different nationality than that of the country in which the institution is located), ideally from Asian countries; (e) the candidate shall have a minimum of 300 MBA students per year. If more than 8 eligible candidates meet the above selection criteria, the relative strengths and weaknesses of the applications of these candidates must be re-examined to identify the 8 best applications for the tender procedure. The only factor which will be taken into consideration during this re-examination is: The number of comparable and major training project(s) in connection with an Asian country, preferably with China, the candidates have worked on. 22. Award criteria: As specified in the tender dossier annexed to the letter of invitation to tender which will be sent to shortlisted candidates. Application 23. Deadline for receipt of applications: 16.1.2006 (16.00), Beijing time. Any application received after this deadline will not be considered. 24. Any application which does not observe these provisions will be automatically eliminated.
