II.1) Title attributed to the contract by the contracting authority: Design, publication, printing and distribution, in principle in all Member States of the European Union, of a European Diary 2007/2008 for 15-18 year old secondary school users and a corresponding teacher's guide focusing on consumer issues. II.3) Nature and quantity or value of supplies or services for each of the service categories: To write, design, print and distribute, in principle in all Member States, an annual European student diary for 15-18 year old secondary school users focusing on consumer affairs issues, as well as other issues particularly relevant for teenagers (health, nutrition, etc.). To write, design print and distribute a corresponding annual teacher's guide (minimum 1 kit for every 25 copies of the diary). The articles for the diary and the corresponding teacher's guide will have to be written by the contractor on the basis of guidelines from the Commission. The master edition of the diary and the guide should be written by the contractor preferably in English (in order to avoid chain translations) and approved by the Commission. They should then be translated into all other EU languages and adapted carefully to the national context/legislation by national partners. Since the demand largely exceeds the offer, the contractor shall endeavour to make his best efforts to elicit public authorities' interest in the acquisition of additional copies of the diary. The contractor may be asked to provide evidence of his contacts with public authorities (at national, regional and local level). No private advertising is allowed. Such additional copies may include pages tailored to the needs of the body which has made the request. The content of the tailor-made pages shall be submitted to the Commission for approval. Additional copies may feature, in addition to the EU logo, the logo of the body which has made the request on the cover. In order to accomplish the above-mentioned tasks, the contractor will have to: - set up a network of national partners in all Member States (preferably linked to ministries responsible for education/consumer issues) who will undertake to customise the different versions of the diary; - send a leaflet to all schools figuring on the national partners' lists to announce the next edition of the Diary, - establish an on-line network and database of the schools/institutions in all countries who undertake to participate in the project, - establish an on-line ordering system for the diaries, - create the editorial content and graphics of the master edition (minimum 120 pages on consumer issues and other topics of interest to young people) on the basis of personal research and information as well as reference material available publicly on the Europaserver. The themes and the texts, which should be written preferably in English, have to be approved by the Commission, - coordinate the translation and adaptation of the national versions, - print all diaries and teacher's guides (27 editions: 2 for Belgium and 2 for Finland), - distribute the corresponding quantities directly to the participating schools/teachers, - negotiate with national, regional and local authorities to seek additional matching funding to increase the number of diaries, - organise a teacher survey in order to adjust the contents of the diary for further issues, - design a realistic timetable for all operations. The diaries should reach the schools before the summer holidays. II.4) Scheduled start of award procedure: May 2005.
