7. Contract description: The decentralised cooperation programme will
contribute to the building-up of non-state and decentralised actors in
the Comoros by providing support to political decentralisation, civil
society organisations, local development initiatives and community
management of solid waste. This unit-price contract will run for 54
months and involves the provision of technical assistance to ensure
correct management of the programme via outsourcing. The technical
assistance staff's tasks will involve the following: preparing and
implementing programme-estimates and various calls for proposals and
calls for tender, making sure allocated funds are used in an efficient
way and in accordance with 9th EDF rules and procedures and running the
programme management unit.

Decision No 2/2002 of the ACP-EC Council of Ministers of 7.10.2002
regarding the implementation of Articles 28, 29 and 30 of Annex IV to the
Cotonou Agreement and its Annex.

Avis individuel de préinformation pour les marchés de service financés
par le FED

4. Financement: Convention de financement 9.ACP.COM.8.
5. Autorité contractante: Ordonnateur national du FED en l'Union des
Comores, Moroni.
6. Objet du marché: Assistance technique.
7. Description du marché: Le programme de coopération décentralisée
appuiera le renforcement des acteurs non-étatiques et décentralisés des
Comores à travers l'appui à la décentralisation politique, aux
organisations de la société civile, aux initiatives de développement
local et à la gestion des déchets solides par les communes. Ce contrat à
prix unitaires, d'une durée de 54 mois, concerne une assistance technique
pour assurer la bonne gestion du programme en régie indirecte. Les tâches
de l'AT seront entre autres: la préparation et mise en oeuvre des
devis-programmes et divers appels à propositions et appels d'offres;
l'utilisation efficace des fonds alloués, selon les règles et procédures
du 9ème FED ainsi que la conduite de la cellule de gestion du programme.
