Tbilisi city, Gori city and Kakheti Region - Georgia Supply procurement notice 1. Publication reference: EuropeAid/121779/C/S/GE 2. Procedure: Open. 3. Programme: Tacis. 4. Financing: Tacis Action Programme 2002 for Georgia. 5. Contracting authority: The European Commission. Contract specifications 6. Description of the contract: This contract concerns the delivery, installation, maintenance commissioning, and after-sales services of equipment and software in health administration, health information, and health finance units at national and regional level as well as practical application training to users. The supplies are delivered in support of the ongoing EC-funded project 'Support to primary health care development in Georgia: reform of the health care financing system', implemented by GVG-EPOS consortium. In 3 lots to be delivered to Tbilisi, Gori and Telavi, DDP (delivered duty paid). 7. Number and titles of lots: Lot 1: computer hard- and software: In Telavi city, Gori city and in Tbilisi city a total of 76 computer-based workplaces will be established for financial and health care personnel in charge of administrative and payment procedures in relation to health care service providers. IT equipment and basic software are required to operate the IT infrastructure and standard application for these health care finance administrations. Practical application training (equipment and software use) to users should be delivered. Lot 2: office equipment, office furniture: Modern office furniture, which meets ergonomic standard requirements, should be provided to sites identified in annex II of the tender dossier. Lot 3: software for health management information services (HMIS): The software requested under this lot will create a database for national HMIS and health financing. Training on special software use shall be delivered to the identified users (annex II of the tender dossier). Terms of participation 8. Eligibility and rules of origin: Participation is open on equal terms to all natural and legal persons of the EU Member States (EU 25) or of Armenia, Azerbaijan, Belarus, Bulgaria, Croatia, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Mongolia, Romania, the Russian Federation, Tajikistan, Turkmenistan, Ukraine and Uzbekistan (see also item 21 below). All goods supplied under this contract must originate in these countries. 9. Grounds for exclusion: Tenderers must submit a statement to the effect that they are not in any of the situations listed in point 2.3.3 of the Practical Guide to contracts procedures financed by the general budget of the European Communities in the context of external actions. 10. Number of tenders: Tenderers (including firms within the same legal group, other members of the same consortium, and subcontractors) may submit only 1 tender for 1 or more lots. Tenders for parts of a lot will not be considered. Any tenderer may state in its tender that it would offer a discount in the event that its tender is accepted for more than 1 lot. Tenderers may not submit a tender for a variant solution in addition to their tender for the supplies required in the tender dossier. 11. Tender guarantee: Tenderers must provide a tender guarantee of 1 % of their tender. This guarantee will be released to unsuccessful tenderers once the tender procedure has been completed and to the successful tenderer(s) upon signature of the contract by all parties. This guarantee will be called upon if the tenderer does not fulfil all obligations stated in its tender. 12. Performance guarantee: The successful tenderer will be asked to provide a performance guarantee of 7 % of the amount of the contract at the signing of the contract. This guarantee must be provided no later than 30 days after the tenderer receives the contract signed by the contracting authority. If the selected tenderer fails to provide such a guarantee within this period, the contract will be void and a new contract may be drawn up and sent to the tenderer which has submitted the next best compliant tender. 13. Information meeting and/or site visit: No information meeting is planned. 14. Tender validity: Tenders must remain valid for a period of 90 days after the deadline for submission of tenders. 15. Period of execution: Before 1.4.2006. Selection and award criteria 16. Selection criteria: Proven execution of similar contracts, involving delivery and installation of equipment, software and training. Tenderer should have been a registered company for a minimum of 2 years. 17. Award criteria: Price. Tendering 18. The tender dossier is also available for collection from the contracting authority. Tenders must be submitted using the standard tender form included in the tender dossier, whose format and instructions must be strictly observed.
