Contract description: The training system to be set up will involve: - improving the managerial skills of 400 operational managers, - improving the professional capacity of 800 managers and technicians working in postal service professions or sectors. The training courses designed and developed to this end are to be delivered in Algeria throughout 2006 and may be run again at a later date. Said courses must be in French. The training modules required must be adapted for Algérie Poste and include both material of a general nature and material very specifically related to Algérie Poste's activities. They form part of the training programme package and the follow-up to the programmes already carried out. They must be in accordance with the regulations in force at Algérie Poste and an accompanying measure to the changes taking place within the organisation. After undergoing these training courses, the managerial staff should grasp, in particular, how the legal status of Algérie Poste has evolved, have understood the need for a vision of the environment in market terms and a vision of the organisation in terms of value creation processes. They should be aware of new managerial practices, in order to better overcome problems perceived in the running of their sectors of activity, in particular by giving a sense of responsibility to their colleagues, and motivating them. The successful tenderers will act as project managers and, as external service providers, will be required to carry out a transfer of skills. 8. Number and titles of lots: 5 lots are planned: lot 1) Algérie Poste: change issues, from government service to a business; lot 2) the basics of management demonstrated by Algérie Poste 'business cases'; lot 3) advanced training in Algérie Poste management techniques; lot 4) operation using project methodology with new Algérie Poste projects as a basis; lot 5) fundamental issues for Algérie Poste professions and sectors. 9. Maximum available budget: EUR 500 000. 10. Any additional services: Printing teaching aids and exercise books for participants, and their delivery to training rooms. Conditions for participation: 11. Eligibility: Participation in the contract is open, on equal terms, to all natural persons and legal entities from the European Union Member States (list of other countries eligible under the regulation applicable to the programme cited in 3 - see Annex A 2 of the Practical Guide to contract procedures financed from the General Budget of the European Communities in the context of external actions). 12. Application: Any eligible natural person or legal entity (as defined in 11) or grouping of said parties (consortium) may apply. A consortium can be a permanent grouping with legal status or an informal grouping created with a specific invitation to tender in mind. All the members of a consortium (i.e. lead company and all other partners) shall be jointly and severally liable vis-à-vis the contracting authority. Should an ineligible natural person or legal entity (as defined in 11) take part, this will result in the application concerned being automatically disqualified (in particular, the application from the whole consortium where said party belongs to a consortium). 13. Number of applications: Natural persons or legal entities can only submit 1 application (this applies equally to all the legal entities considered in law to be part of the same group), irrespective of the form their participation may take (sole legal entity, or lead company or partner in a consortium submitting an application). Should a natural person or legal entity submit more than 1 application (this applies equally to all the legal entities considered in law to be part of the same group), then all the applications involving said party (and all the legal entities considered in law to be part of the same group) will be disqualified. 14. Prohibition on associations among shortlisted candidates: Tenders which include companies not mentioned on the application forms used to compile the shortlist will be disqualified from this restricted procedure. Candidates invited to tender cannot form associations or subcontractual relationships amongst themselves for the contract in question. 15. Grounds for exclusion: Candidates must certify, in their application form, that they are not in any of the situations cited in Section 2.3.3 of the Practical Guide to EC external aid contract procedures (available from the following web address: http://europa.eu.int/comm/europeaid/ index_fr.htm). 16. Subcontracting: Up to 40 % of the contract value may be subcontracted. 17. Number of candidates invited to tender: There must be at least 4, but no more than 8, candidates on the shortlist. Provisional schedule for activities: 18. Scheduled date for dispatch of invitations to tender: 14.11.2005. 19. Scheduled date for commencing activities: 2.1.2006. 20. Initial contract length, and possible extension: 12 months. Selection and award criteria: 21. Selection criteria: The following selection criteria will be applied to candidates. Where applications are submitted by a consortium, then the criteria will apply to the consortium as a whole. 1) Candidates' economic and financial capacity (based on section 3 of the application form): a) candidates' average annual turnover (or equivalent figure for public bodies) must be at least 1,5 times the maximum amount budgeted for this contract, calculated on an annual basis; b) cash and cash equivalents at the beginning and end of the financial year must be in surplus, overall, for the years 2002, 2003 and 2004. 2) Candidates' professional capacity (based on sections 4 and 5 of the application form): a) at least 6 people on the staff of the candidate (or the consortium as a whole where the application is submitted by a consortium) must currently be working in management training and on issues similar to those in this contract. 3) Candidates' technical capacity (based on sections 5 and 6 of the application form): a) candidates (or the consortium as a whole where the application is submitted by a consortium) have carried out projects in recent years which involved design, development and delivery of specific training courses, including transfer of skills and training of trainers, in the fields covered by this contract. If more than 8 applications prove to be eligible, i.e. meet all the selection criteria, then the strengths and weaknesses of these candidates' applications will have to be re-examined to determine which 8 applications for the invitation to tender are the best. Only the following factors will be considered in the re-examination: 1) experience in the beneficiary country and ability to implement this training system; 2) relevance of project references supplied. 22. Award criteria: The criteria are specified in the invitation to tender dossier appended to the letter of invitation to tender which will be sent to shortlisted candidates. Financement: Dépenses accessoires du contrat d'assistance technique à Algérie Poste n° EuropeAid/112637/D/SV/DZ passé entre la MTIC et Sofrepost. 5. Pouvoir adjudicateur: Le bénéficiaire Sofrepost. Spécifications du marché 6. Objet du marché: Marché d'assistance technique. 7. Description du marché: L'ingénierie de formation à mettre en place concerne: - d'une part la montée en compétences managériales de 400 cadres opérationnels, - d'autre part la professionnalisation de 800 cadres et techniciens des métiers postaux ou en filières. Les formations ainsi conçues et développées en français seront déployées en Algérie tout au long de l'année 2006 et pourront être reconduites par la suite. Les modules de formation attendus sont adaptés à Algérie Poste et comprennent aussi bien des éléments d'ordre général que des éléments très spécifiques à ses activités. Elles s'inscrivent dans l'ensemble de l'offre de formation et dans la suite des programmes déjà réalisés. Elles respectent les normes en vigueur à Algérie Poste. Elles sont également un élément d'accompagnement des changements en cours en son sein. À l'issue de ces cursus de formation, les cadres devront notamment s'être approprié l'évolution du statut d'Algérie Poste, avoir compris la nécessité d'une vision de l'environnement en terme de marché, et d'une vision de l'entreprise en terme de processus créateurs de valeur, pris conscience des nouvelles pratiques managériales, de façon à mieux palier les dysfonctionnements observés dans leurs secteurs d'activité, en particulier par la responsabilisation et la motivation de leurs collaborateurs. Les soumissionnaires retenus agissent en maîtrise d'oeuvre et en tant que prestataires extérieurs, ils seront amenés à mettre en oeuvre un transfert de compétences. 8. Nombre et intitulé des lots: Cinq lots sont prévus: lot 1) Algérie Poste: enjeux du changement, de l'administration à l'entreprise; lot 2) fondamentaux du management à partir de «business cases» d'Algérie Poste; lot 3) approfondissement des techniques de management à Algérie Poste; lot 4) fonctionnement en mode projet à partir des nouveaux projets d'AP; lot 5) enjeux fondamentaux des métiers et filières d'Algérie Poste. 9. Budget maximal disponible: 500 000 EUR. 10. Prestations additionnelles éventuelles: Tirage et acheminement en salle de cours, des supports et cahiers d'exercices à destination des apprenants. Conditions de participation 11. Éligibilité: La participation au marché est ouverte, à égalité de conditions, à toutes les personnes physiques et morales des États membres de l'Union européenne (liste des autres pays éligibles en vertu du règlement applicable au programme spécifié au point 3 - voir annexe A2 du guide pratique des procédures contractuelles financées par le budget général des Communautés européennes dans le cadre des actions extérieures). 12. Candidature: Toute personne physique ou morale éligible (au sens du point 11 ci-dessus) ou groupement de ces personnes (consortium) peut soumettre sa candidature. Un consortium peut être un groupement permanent doté d'un statut juridique ou un groupement informel créé aux fins d'un appel d'offres spécifique. Tous les membres d'un consortium (c'est-à-dire, le chef de file et tous les autres partenaires) sont conjointement et solidairement responsables devant le pouvoir adjudicateur. La participation d'une personne physique ou morale inéligible (au sens du point 11) entraînera l'élimination automatique de la candidature concernée (notamment, de la candidature de l'ensemble du consortium, dans le cas où cette personne ferait partie d'un consortium). 13. Nombre de candidatures: Une personne physique ou morale ne peut soumettre plus d'une candidature (cela vaut également pour toutes les personnes morales faisant partie du même groupe du point de vue du droit), quelle que soit la forme de sa participation (comme entité juridique individuelle ou comme chef de file ou partenaire d'un consortium présentant une candidature). Dans le cas où une personne physique ou morale soumettrait plus d'une candidature (cela vaut également pour toutes les personnes morales faisant partie d'un même groupe du point de vue du droit), toutes les candidatures auxquelles cette personne participe (et toutes les personnes morales faisant partie du même groupe du point de vue du droit) seront éliminées. 14. Interdiction des alliances entre des candidats retenus sur la liste restreinte: Toute offre reçue de la part de soumissionnaires comprenant des sociétés autres que celles mentionnées sur les formulaires de candidature ayant servi à l'établissement de la liste restreinte sera éliminée de la présente procédure restreinte. Les candidats invités à soumissionner ne peuvent ni s'associer entre eux ni établir des relations subcontractuelles concernant le marché en question. 15. Situations d'exclusion: Dans le formulaire de candidature, les candidats doivent attester qu'ils ne se trouvent dans aucune des situations visées au point 2.3.3 du guide pratique d'attribution des contrats d'aide extérieure de la CE (disponible à l'adresse Internet suivante: http://europa.eu.int/comm/europeaid/index_fr.htm). 16. Possibilités de sous-traitance: La sous-traitance est autorisée à hauteur de 40 % maximum du montant du marché. 17. Nombre de candidats invités à soumissionner: Le nombre de candidats devant composer une liste restreinte est de 4 au minimum et de 8 au maximum. Calendrier prévisionnel des opérations 18. Critères de sélection et d'attribution 21. Critères de sélection: Les critères de sélection suivants seront appliqués aux candidats. Dans le cas où les candidatures seraient soumises par un consortium, ces critères de sélection s'appliqueront au consortium dans son ensemble: 1) Capacité économique et financière du candidat (à préciser en fonction de la rubrique 3 du formulaire de candidature): a) le chiffre d'affaires annuel moyen (ou de la ligne équivalente pour les organismes publics) du candidat doit être au moins 1,5 fois supérieur au budget annualisé maximal alloué au marché, et; b) la trésorerie et les équivalents de trésorerie de début et de fin d'exercice sont, globalement, excédentaires pour les années 2002, 2003, 2004. 2) Capacité professionnelle du candidat (à préciser en fonction des rubriques 4 et 5 du formulaire de candidature): a) au moins 6 personnes faisant partie des effectifs du candidat (ou du consortium dans son ensemble en cas de candidature soumise par un consortium) travaillent actuellement dans le domaine de la formation des cadres et sur le type de problématique voisin du présent marché. 3) Capacité technique du candidat (à préciser en fonction des rubriques 5 et 6 du formulaire de candidature): a) le candidat (ou le consortium dans son ensemble en cas de candidature soumise par un consortium) a réalisé au cours des dernières années des projets de conception, développement et déploiement de formation spécifiques, avec transfert de compétences et formations de formateurs, dans les domaines couverts par le présent marché. Si le nombre de candidatures éligibles satisfaisant à l'ensemble des critères de sélection est supérieur à huit, les atouts et faiblesses des applications de ces candidats doivent être réexaminés pour identifier les huit meilleures candidatures pour l'appel d'offres. Les seuls éléments qui seront pris en considération dans ce réexamen sont les suivants: 1) expérience du pays du bénéficiaire et capacité à déployer cette ingénierie de formation; 2) pertinence des références de projets présentés. 22.
