Supply procurement notice 1. Publication reference: EuropeAid/120676/D/S/BB 2. Procedure: Open International Tender. 3. Programme: European Development Fund (9thEDF). 4. Financing: National Indicative Programme - Financing Agreement. 5. Contracting authority: National Authorising Officer, Ministry of Finance and Economic Affairs, Economic Affairs Division, Government Headquarters, Bay Street, St Michael, Barbados, West Indies. Contract specifications 6. Description of the contract: The aim of the contract is for the provision, delivery to site, installation, testing and commissioning of the following scientific equipment for the Forensic Science Centre as specified in the lots, quantities and details of supply. The supplies should be accompanied by a lot of spare parts. A lot would ideally include a set of short life replacement spares, sufficient to service the equipment for 1 full year beyond the prescribed warranty period. 7. Number and titles of lots: lot 1) chromatographic systems (GC, LC, ICP, MS); lot 2) automated sample prep for forensic DNA typing; lot 3) genetic analyser; lot 4) scanning electron microscope; lot 5) ultraviolet spectrophotometer; lot 6) evaporation workstation; lot 7) digital imaging and printing system; lot 8) dual Elisa/chemistry analyzer; lot 9) auto-retracting rotary microtome and tissue processor; lot 10) microscopes; lot 11) analytical balances and pH meters; lot 12) electrostatic detection apparatus; lot 13) video spectral comparator with laser jet printer; lot 14) medium capacity superglue fuming cabinet; lot 15) alternate light source; lot 16) glass refractive index measurement system. Terms of participation 8. Eligibility and rules of origin: Participation is open on equal terms to all natural and legal persons (participating either individually or in a grouping (consortium) of tenderers) of the Member States and the countries and territories of the regions covered and/or authorised by the Regulation or other specific instruments applicable to the programme under which the contract is financed (see also point 21 below). All goods supplied under this contract must originate in these countries. 9. Grounds for exclusion: Tenderers must submit a statement to the effect that they are not in any of the situations listed in point 2.3.3 of the Practical Guide to contracts procedures financed by the 9th EDF. 10. Number of tenders: Tenderers (including firms within the same legal group, other members of the same consortium, and subcontractors) may submit only 1 tender(s) for 1 or more lots. Tenders for parts of a lot will not be considered. Any tenderer may state in its tender that it would offer a discount in the event that its tender is accepted for more than 1 lot. Tenderers may not submit a tender for a variant solution in addition to their tender for the supplies required in the tender dossier. 11. Tender guarantee: Tenderers must provide a tender guarantee of 2 % of the budget available for the contract when submitting their tender. This guarantee will be released to unsuccessful tenderers once the tender procedure has been completed and to the successful tenderer upon signature of the contract by all parties. This guarantee will be called upon if the tenderer does not fulfil all obligations stated in its tender. 12. Performance guarantee: The successful tenderer will be asked to provide a performance guarantee of 10 % of the amount of the contract at the signing of the contract. This guarantee must be provided no later than 30 days after the tenderer receives the contract signed by the contracting authority. If the selected tenderer fails to provide such a guarantee within this period, the contract will be void and a new contract may be drawn up and sent to the tenderer which has submitted the next best compliant tender. 13. Information meeting and/or site visit: No information meeting and or site visit is planned. 14. Tender validity: Tenders must remain valid for a period of 90 days after the deadline for submission of tenders. 15. Period of execution: The period of execution shall be for a period of 3 months. Selection and award criteria 16. Selection criteria: The opening and examination of tenders is for the purpose of checking whether the tenders are complete, whether the requisite tender guarantees have been furnished, whether the documents have been properly signed and whether the tenders are generally in order. The tenders will be opened in public sessions by the Chairman, Special Tenders Committee. The Evaluation committee will rule on the technical compliance of each tender, classifying it as technically compliant or non-compliant. 17. Award criteria: For supply contract the sole award criterion will be the price. The contract will be awarded to the lowest compliant tender. Tendering 18. How to obtain the tender dossier: The tender dossier is available for collection from the following Internet address: http://europa.eu.int/comm/europeaid/tender/index_en.htm. The tender dossier is also available for collection from the contracting authority. Tenders must be submitted using the standard tender form included in the tender dossier, whose format and instructions must be strictly observed.
