Monitoring progress in making VET attractive and efficient to meet tomorrow's needs. Background analysis to inform the ministers meeting under the Finnish presidency 2006. II.1.6) Description/object of the contract: The aim of the study is to provide an update of progress towards reaching the Lisbon objectives in the field of vocational education and training, by providing an overview of the current situation, reforms, trends and best practice in the 32 countries participating in the Copenhagen process. To prepare the next ministerial meeting on enhanced cooperation in vocational educational and training (VET), to be held in Finland in December 2006, it will take stock of where countries stand in relation to the priorities fixed in Copenhagen and Maastricht. To this end, the study will treat in detail 3 of the main priorities at national level: 1. opening up pathways and linking VET and higher education; 2. role of VET in promoting labour market and social integration; 3. investing in and financing VET. II.2) Quantity or scope of the contract II.2.1) Total quantity or scope: The work will require at least 450 person-days to execute the tasks satisfactorily, including circa 60-80 days for the management and coordination of the study. Section III: Legal, economic, financial and technical information III.1) Conditions relating to the contract III.1.1) Deposits and guarantees required: The contracting authority will require the contractor to provide a guarantee to cover the full amount of the pre-financing if this exceeds EUR 50 000 (see specifications). III.1.2) Main terms of financing and payment and/or reference to the relevant provisions: The payment procedures are as follows: an initial payment of 30 % of the total amount within 30 days of the signature of the contract by the 2 parties; a second payment of 40 % of the total amount within 30 days of the approval by the Commission of the interim report; payment of the balance within 30 days of the approval by the Commission of the final report. Payments are made to the contractor's bank account on receipt of valid invoices.
