BOTSWANA POWER CORPORATION INVITATION TO TENDER TENDER NO. 1050B/1 APPOINTMENT OF FINANCIAL ADVISOR FOR THE GENERATION EXPANSION PROJECT AT MORUPULE POWER STATION Background Botswana is a landlocked country in Southern Africa. It shares its border with South Africa, Namibia, Zimbabwe and Zambia. The country's total land area is 582 000 km². The population of Botswana is 1 680 900 (2001 population census). Botswana Power Corporation is the National Electricity Utility, which is wholly Government owned. Over the last few years Botswana Power Corporation has enjoyed an unprecedented load growth, averaging 10% per annum. In this regard, about 70%, of its electrical energy requirements, are met through power imports from the Southern African Power Pool countries (SAPP), mainly from Eskom in South Africa. The balance is met through internal generation, at the country's only Power Station, the Morupule Power Station, which comprises 4 x 33 MW coal fired air cooled units. The Southern Africa region is currently faced with a diminishing surplus generation capacity situation, which is expected to run out between 2007 and 2010. In this regard, the SAPP Utilities, with the support of SADC Ministers in Charge of Energy, have endorsed short term and long term Pool Plans. Due to the looming energy crisis and to some extent the element of increasing the level of self-sufficiency locally, the Government fully supports the Botswana Power Corporation's decision to proceed with the Generation Expansion Project. Invitation To Tender for the Provision of Services of a Financial Advisor The feasibility study for the expansion of the existing Morupule Power Station, which has a current capacity of 132 MW, was completed in 2004. The results of the Feasibility Study is a Bankable Feasibility report which states that expanding the Power Station, through the installation of a 4 x 100 MW coal fired air cooled units, is both financially and economically viable. Against this background, the Botswana Power Corporation hereby invites Financial Consultants interested in being appointed to act as Financial Advisors to the Corporation on this project to submit their proposals. The primary undertaking will be to structure and implement a competitive financial package for the funding of the Generation Expansion Project at the existing Morupule Power Station, at Palapye, in central Botswana. The tender documents may be collected from the address of the Botswana Power Corporation office detailed below upon payment of a non-refundable document fee of P125.00 per copy, inclusive of VAT. The non-refundable document fee for South African registered bidders is R150.00 and of other foreign registered bidders the fee is USD 50.
